I think the difference here is that the charter would become the legislation that we have to respect, whereas the reference later in the preamble is to describe the linguistic regime of the different provinces. Here, we're implying that this would apply over the Official Languages Act in Quebec.

Official Languages committee  I believe that with the provision being removed, it does not. It introduces this idea of an asymmetrical approach where French is the language in the charter. The legislation that needs to be respected is the charter, in this case.

Official Languages committee  It will apply to all federally-regulated private companies in Quebec. Outside Quebec, it will apply to regions where there is a strong concentration of francophones, as defined in the regulations.

There are some projects under way, and we have regular conversations with officials from other provinces and territories on their needs for post-secondary education. We have an upcoming event that will be organized around post-secondary education in the language of minorities, to see what issues are underlying the systemic recurring problems with francophone universities outside of Quebec and whether we can find solutions to address those issues.

Official Languages committee  What a great question. The beautiful thing about official languages is that it's a horizontal file. It's everybody's business. That means it doesn't just concern the Department of Canadian Heritage. It also involves my colleagues at Immigration, Refugees and Citizenship Canada.
