Official Languages committee  Thank you very much. The amendment would have a number of consequences, but for this point, I will turn to my colleague Sarah Boily, who can answer your question.

Official Languages committee  Thank you for your question, Mr. Vis. I think the difference here is that the charter would become the legislation that we have to respect, whereas the reference later in the preamble is to describe the linguistic regime of the different provinces. Here, we're implying that this would apply over the Official Languages Act in Quebec.

Official Languages committee  I believe that with the provision being removed, it does not. It introduces this idea of an asymmetrical approach where French is the language in the charter. The legislation that needs to be respected is the charter, in this case.

Official Languages committee  Thank you for your question. If I may, I'll continue in French, because my notes are here in French. As you explained so eloquently a while ago, this is about eliminating references to the well‑being of minority official language communities, the importance of collaboration with the provinces and territories as well as protecting French.

Official Languages committee  That's correct. It does do that.

Official Languages committee  Thank you very much, Mr. Chair. First, I'd like to offer my sincere condolences to the members of this committee on the passing of former minister Jim Carr. I had the opportunity to work closely with him when he was Minister of Natural Resources. I had a lot of respect for him.

Official Languages committee  It will apply to all federally-regulated private companies in Quebec. Outside Quebec, it will apply to regions where there is a strong concentration of francophones, as defined in the regulations.

Official Languages committee  I will start, and perhaps Sarah can complete my answer. There are some projects under way, and we have regular conversations with officials from other provinces and territories on their needs for post-secondary education. We have an upcoming event that will be organized around post-secondary education in the language of minorities, to see what issues are underlying the systemic recurring problems with francophone universities outside of Quebec and whether we can find solutions to address those issues.

Official Languages committee  What a great question. The beautiful thing about official languages is that it's a horizontal file. It's everybody's business. That means it doesn't just concern the Department of Canadian Heritage. It also involves my colleagues at Immigration, Refugees and Citizenship Canada.

Official Languages committee  Thank you for your question. That kind of allocation is usually negotiated through an education agreement protocol. The distribution of available funding can also be negotiated with each province, although it's not something that's legislated.

Official Languages committee  It's usually funding that goes directly to the organizations and is allocated through our official languages support programs.
