Business of Supply  Mr. Speaker, I would like to thank the member for his eloquent explanation of the importance of the certification process for flight approval. However, if we look at certification by U.S. organizations, we see that the timelines are exceedingly long. I would like to know whether the member believes that this could be a deliberate attempt to delay entry of the C Series aircraft onto the U.S. market and, therefore, to help Boeing.

Foreign Investment  Madam Speaker, one would swear that the member got Kafka to write his notes. Unless there was a translation error, it seem as though the government is pretending not to understand. Since Quebec is merely a province, Canada controls foreign investments within our territory. I realize that Rona is a Quebec company and the rest of Canada could not care less about it, or so it seems, but at least Canada could pretend to show some concern for Quebec, even just a little, as a common courtesy.

Foreign Investment  Madam Speaker, the potential sale of Rona to American giant Lowe's has a lot of Quebeckers concerned. The first issue is that while Rona has hundreds of small hardware stores across the province, Lowe's is an expert in big-box stores. Since Lowe's paid twice the price to get its hands on Rona, some are worried that it will shut down smaller stores to increase profits and finance its takeover bid.

Income Tax Act  moved for leave to introduce Bill C-222, an act to amend the Income Tax Act (Canada-Barbados Income Tax Agreement). Mr. Speaker, I am pleased to rise today to introduce a bill to amend the Income Tax Act in order to close tax loopholes that exist in Barbados, which is Canada's tax haven.

Economic Development  Mr. Speaker, with the potential sale of Rona to the American giant Lowe's looming, Quebec is concerned about losing its companies. Now, we have learned that before the government will give Bombardier a line of credit, it is asking the company to do away with its multiple-voting shares, when such shares are helping to protect the company from a hostile foreign takeover.

Request for Emergency Debate  Mr. Speaker, pursuant to Standing Order 52, I am requesting an emergency debate on the possible loss of two of the leading lights of Quebec's economy, Rona and Bombardier, and on the urgent measures that must be taken to avoid potential negative impacts on Quebec's economy and jobs.

Aerospace Industry  Mr. Speaker, the American authorities are dragging their feet on certifying Bombardier's C Series jets. Until they do, no money is coming in, and that company and its suppliers are running out of cash. The aerospace industry is to Quebec what the automotive industry is to Ontario.

Economic Development  Mr. Speaker, through the Caisse de dépôt et placement du Québec, an institutional fund management company, the Government of Quebec can sell its Rona shares, which would allow the deal to go through, or it can refuse to sell those shares, which would block the deal. Should it agree to the sale, there is one thing it cannot do: impose conditions to force Lowe's to respect its commitments with regard to its head office, jobs, supply chain, and the SMEs that depend on it.

Business of Supply  Mr. Speaker, gender equality is central to the concerns of the Quebec population. This is especially true of pay equity, including in the public service. However the proposal of a special committee, by virtue of its form, raises another injustice. The million citizens represented by the members of the Bloc Québécois, like the hundreds of thousands of citizens represented by the member of the Green Party, cannot be represented on this committee.

Taxation  Mr. Speaker, as my colleague from Rosemont—La Petite-Patrie pointed out, labour-sponsored funds are vital tools for Quebec's economy. The Minister of Finance can say that he plans to move quickly to reinstate the tax credits for labour-sponsored funds, but why did he not put that measure in the ways and means, which would have applied immediately, rather than punishing Quebec's businesses, small investors, and middle class?
