Natural Resources  Mr. Speaker, I was delighted to spend two days at the Prospectors & Developers Association. The message I heard from the prospectors and developers was that they are leading the world in sustainable practices. We told them they had the full support of our government. They are committed to innovation.

Government Operations committee  Believe it or not, this has already generated ongoing savings of approximately $28.8 million a year. The safety and security of Canadians continues to be one of the government's top priorities. Shared Services Canada is building a secure, centralized communications infrastructure that directly supports Canada's Cyber Security Strategy. SSC works closely with government security partners to protect government systems from cyber threats and intrusions.

Business of Supply  Mr. Speaker, it is obvious that a number of times governments at all levels had an opportunity to react to this. We have decided not to reopen the current tripartite agreement after the City of Toronto and the federal government were asked years ago to do the same.

Environment committee  I have been trying to figure out whether we're in the right line of questioning or not, so let me just read this from O'Brien and Bosc, so that it's very clear for everybody: Particular attention is paid to the questioning of public servants. The obligation of a witness to answer all questions put by the committee must be balanced against the role that public servants play in providing confidential advice to their Ministers.

Business of Supply  Mr. Speaker, there is an astonishing record of poor public administration at the port authority. It does not follow the rules. The proponents of this project are not following the lobbyist registration rules. They have not registered yet. A complaint has been filed and received.

Public Safety committee  That is a very good question. I share the concern of members of Parliament about Canada's capacity to deal effectively with cybersecurity issues, the whole issue of our critical infrastructure, which you've referred to as potentially vulnerable. The incident in Ukraine, by the way, was a very active topic of discussion at the last meeting of the Five Eyes alliance in Washington a few weeks ago.

Public Safety committee  It did, and that's the nature of its function, to be able to respond to emerging situations quickly. Mr. O'Toole, you do raise a point about the future capacity of the government operations centre, and I think that's something we will have to look at very carefully. This is a very important nerve centre within the Government of Canada when something goes wrong somewhere in the country.

Public Safety committee  There are two ways to address it. The challenge is large and significant, and it's a challenge that's shared worldwide. Many other countries face much bigger problems than we do, but the tragic events of October 2014 demonstrate that Canada is not immune, and we need to treat this with the full seriousness it deserves, in partnership with our colleagues and allies around the world.

Canada's Contribution to the Effort to Combat ISIL  Madam Speaker, I always enjoy hearing the member speak, but there is one question I am left with. Despite the commitments by the Liberal government during the election campaign to scale back the combat mission, what we are seeing is actually an expanded combat mission. There is no doubt about that. We have asked the Conservative members a number of times whether they support that expanded combat mission.

Business of Supply  The previous Liberal government left behind a $13 billion surplus in 2006. The Conservative government squandered that surplus and accumulated an additional $150 billion in new debt, while still managing to deliver the worst growth record since the Great Depression.

Public Safety committee  Mr. Chair, thank you very much. I offer my sincere apologies to you and members of the committee. I was stranded in another meeting that ran a few minutes over time and I apologize for not being here exactly on time. It is a pleasure to appear before this committee for the first time as Minister of Public Safety and Emergency Preparedness, and specifically to discuss the estimates.

Human Resources committee  In recommendation three, in terms of the witness breakdown, there's a total of 24 witnesses, 14 from the Liberals, 7 from the Conservatives and 3 from the New Democratic Party. Are there any questions or comments? Mr. Zimmer.

Natural Resources  Speaker, provinces like Alberta have been hit hard by job losses and, as we have heard today, they are not going to get much help from the Liberal government. There is absolutely no plan to get Canadians back to work. There is absolutely no support for energy east. What Albertans are asking this Liberal government for is a commitment to energy east, a commitment to improve employment insurance to ensure that Albertans who have lost their jobs can take care of their families and keep their homes.

Canada Labour Code  We could keep taxes low. Are we doing that? No, we are not. We are hearing signals that the government wants to increase taxes on job-creating companies while people are out of work and cannot make ends meet. We know that the government has signalled that it wants to increase CPP premiums.

Justice committee  Ms. Wernick, sorry. I don't know if this is a role of the chair, but I just want to clarify Mr. Cooper's question. He's asking whether, when the court challenges program existed, groups that were fighting for substantive equality rights could have benefited from government funding.
