Transport committee  It's a good question. If we are talking about people, then we are talking about the borders or flying across, and to a much lesser extent about ships. A lot of people fly to the United States on a daily basis, back and forth, so pre-clearance, which is something that was started under the previous government in discussions with the United States, is an ongoing issue.

Business of Supply  Apparently, saying one thing then means doing another thing today. The Prime Minister responded to a question during question period, saying that the Liberal government will be opposing the opposition day motion today. He did not reference the fact that he would allow his members to vote freely. He arbitrarily said that his government will oppose.

Agriculture committee  Mr. Chair, I'll be splitting my time with Mr. Drouin, if that's okay. That's fantastic work, and thank you so much for getting all of this together. You've done this before, but it's good to get the current state of what you're thinking. You mentioned four ministers and there's a fifth if you include innovation.

Agriculture committee  I was very fortunate to tour a processing plant in my riding last week, and I saw the innovations they were working on. There were some things around membrane filtration and some of the larger capital problems that need to be solved as well to become technology. We don't want to miss out on opportunities when we look at innovation funds.

Official Languages committee  Thank you, Mr. Chair. Sylviane and Suzanne, thank you kindly for your presentation. Suzanne, I see you more in Ottawa than I do in St. Boniface. It's always a pleasure to see you. I'd like to talk dollars. You said that you represent 22 organizations and that the FCFA receives government funding.

Transport committee  Assuming Air Canada's letter of intent leads to orders at the end of the two-year negotiating window, planes are scheduled to be delivered beginning in early 2020, after deliveries of Boeing 737 MAX aircraft are completed and assuming no delays take place during production. I should also note that the Quebec government has already acquired a 49% share of the C Series program for $1 billion. If it is the intention, as you signalled today, of this Liberal government to purchase the remaining portion of this program, are you concerned with the implications of having effectively nationalized Bombardier and the C Series?

Official Languages committee  Four years ago, we opened the doors with the Quebec government of the day. I think with the Parti Québécois and the Liberal Party as well, we've been able to open the doors to have a dialogue with the respective MNAs. I think they're starting to understand better our concerns as a minority community.

Canada's Contribution to the Effort to Combat ISIL  Mr. Speaker, I will be splitting my time with the member for Don Valley East. I am proud to rise in the House today to endorse a motion that supports the government's decision to broaden, improve, and redefine Canada's contribution to the effort to combat ISIL. This decision will help better leverage Canadian expertise and complement the work of our coalition partners to ensure maximum effect.

Questions on the Order Paper  Mr. Speaker, with regard to (a) through(d), between December 2009 and December 2015, neither CSC nor any other party of which CSC is aware proposed, conducted, or concluded any evaluation specifically on the efficacy of the Integrated Police and Parole Initiative, or IPPI. With regard to (e)(i), the decision to conclude the IPPI was based on the results of a national consultation that took place in 2013 with the stakeholders of the intelligence program.

International Trade  Mr. Speaker, on behalf of the Minister of Foreign Affairs and pursuant to Standing Order 32(2), I have the honour to table, in both official languages, the treaty entitled “Agreement between the Government of Canada and the Government of the Hong Kong Special Administrative Region of the People’s Republic of China for the Promotion and Protection of Investments”, done at Toronto on February 10, 2016.

Railway Transportation  Mr. Speaker, it is important that other levels of government and stakeholders have an opportunity to read the CTA review report and share their perspectives on its findings before we address specific recommendations. I have been mandated by the Prime Minister to respond to the review.

Air Transportation  Mr. Speaker, our government understands and supports the aerospace sector. It is a sector that employs 180,000 people, not only in Montreal or Quebec but across Canada. It is a sector that contributes $29 billion to our GDP. That is why we take very seriously the engagement with Bombardier.

Finance  Mr. Speaker, when I was a municipal councillor, I was approached by Merna Forster and was pleased to lead Oakville council calling on the Bank of Canada to include a prominent Canadian woman on one of our bank notes, which is something we have not seen in almost 150 years. Thousands of people from across the country signed a petition calling upon the government to highlight Canadian women on our money, recognizing the significant role that women have played in shaping our nation.

Foreign Affairs  Mr. Speaker, that could not be more misconstrued. As the minister explicitly said in his declaration yesterday, the Government of Canada is gravely concerned about the health of Nadiya Savchenko, who has been unlawfully detained by Russia. We have repeatedly underlined that her transfer to Russia was illegal, the charges brought against her are politically motivated, and her treatment during her detention is a matter of grave concern.
