Aboriginal Affairs  Mr. Speaker, northerners do play a fundamental role in Canada's Arctic sovereignty strategy. The Minister of Foreign Affairs spoke with territorial leaders and leaders of Arctic indigenous organizations before the summit. Today's meeting is specifically for those states that share a coastline with the Arctic Ocean.

International Aid  Mr. Speaker, the hon. member speaks from a position of ignorance, innocent ignorance perhaps. I had the honour of visiting Chile last week for the inauguration. The capacity of this country, a virtual developed country, to respond is very different from that of the government of Haiti.

Health  Mr. Speaker, I think the answer is quite clear but I will state again that this government is not reopening the debate on abortion.

Health  Mr. Speaker, I will repeat the answer offered only a few moments ago. As the Minister of International Cooperation said yesterday, this government has all along made itself open to any and all options that will save the lives of women and children, and this does include contraception.

International Cooperation  Mr. Speaker, as this government has said all along, we are open to any options that will save the lives of women and children. This includes contraception. The G8 leaders will discuss and they will aim to agree on a way forward to tackle child and maternal health care issues at the upcoming summit.

International Mobile Satellite Organization  Mr. Speaker, with leave of the House and pursuant to Standing Order 32(2) of the House of Commons, I would like to table, in both official languages, the following texts: Final Acts of the Plenipotentiary Conference of the International Telecommunication Union (Antalya 2006), done at Antalya on November 24, 2006.

Canada-Colombia Free Trade Agreement  Mr. Speaker, Canada's deal with Colombia is good for Canadian business but economic opportunities and human rights are not mutually exclusive. We are talking about an agreement that will bind Colombia to tougher labour and environmental standards and improved human rights. More important, we are creating legitimate jobs and opportunities for Colombians looking for alternatives to narco trafficking.

Afghanistan  Mr. Speaker, Canadian officials over the years have underscored the need for authorities to treat detainees both humanely and in accordance with Afghanistan's international obligations. Again this week at the inauguration of President Karzai, the Minister of Foreign Affairs underscored that the new administration must continue to attack these human rights challenges.

Israel  Mr. Speaker, under this government, Canadians know that we lead by example. Canada was the first country to refuse to attend Durban II, a forum for hate. When Hamas formed the government of the Palestinian Authority, Canada was the first country to suspend aid. When Iran's Ahmadinejad addressed the UN with repugnant anti-Israel and anti-Jewish declarations, Canada was the first to stand and walk out.

International Trade  Mr. Speaker, the record needs to be corrected. Between 2006 and 2008 Canada's exports to China grew by over 33%. We have announced the Asia-Pacific Gateway and the corridor initiative infrastructure projects worth almost $2.5 billion, including federal contributions of over $900 million to ensure that new doors to China are opened.

Afghanistan  Mr. Speaker, let me say again that this government has always had concerns about the treatment of Afghan prisoners. Because the government believes in upholding its obligations under international law, we put in place an enhanced system in 2007 in order to visit and monitor transferred Afghan prisoners.

Afghanistan  Mr. Speaker, I will say it again and I hope the opposition listens very carefully. DFAIT has received no allegations of torture or abuse. The Government of Canada has received no proven allegation of abuse since instituting our strengthened detainee arrangement in 2007.

Nuclear Energy  Mr. Speaker, this is 2009 and not 1974. I can assure the House that both sides are committed to moving as quickly as possible so Canada can fully participate in the important Indian market.

Foreign Affairs  Mr. Speaker, I thank my colleague. I can assure him that Canada's position has not changed. Canada considers settlement expansion unhelpful to efforts to restart peace negotiations. At the same time, Canada urges both parties to refrain from any unilateral actions that undermine the resumption of direct bilateral negotiations.
