Income Tax Act  We are making good on our commitment in the election campaign, and we are ensuring that middle-class Canadians are going to benefit.

Finance committee  Part of that analysis was first answering what we saw as a critically important question: do we need a stronger Canada Pension Plan? In our view, the answer is unequivocally yes, and here's why. We know that middle-class Canadians are working harder than ever, and many are worried that they won't have enough set aside for their eventual retirement. That feeling was palpable as we all knocked on doors, held town halls, and talked to people as part of our work.

Business of Supply  I am pleased to have this opportunity to address the committee members today on behalf of the Government of Canada. A strong economy is based on a strong middle class. Canadians understand that, as do we. That is why our highest priority is to build an economy that works for middle-class Canadians and their families. By strengthening the middle class, we will help hard-working Canadians look forward to a good standard of living and a bright future for their children.

The Budget  Our government is in the process of sending families a tax-free, monthly Canada child benefit worth up to $533 a month for one child. Nine out of ten families will get more money from this plan. Middle-class Canadians can now save up to $670 per person each year, with a maximum benefit of nearly $1,350 for a couple. When middle-class Canadians have more money in their pockets to save, invest, and grow, the economy is bound to benefit.

The Budget  We understand that the middle class plays a critical role as the engine of growth. The prosperity of our country lies in the hands of the middle-class Canadians. When middle-class Canadians are given the tools and opportunity to succeed, they go above and beyond. Their passion and drive leads them to great success, here at home and abroad.

Income Tax Act  In fact, it would take away the opportunity for hard-working Canadians to save and invest. On top of that, it would burden middle-class Canadians with billions of dollars of additional debt that other middle-class Canadians would in the end repay. It is absolutely essential and imperative for the sake of middle-class Canadians that Bill C-2 be defeated.

Budget Implementation Act, 2016, No. 1.  In fact, under the Conservative plan, that same firefighter and nurse would have received almost $240 a month, but under the current Liberal plan, they would only receive $112 a month. In fact, those we could classify as middle-class Canadians would actually be worse off. Granted, there would be some Canadians who were better off, but I think the majority of Canadians, or a large part of Canadians, would actually see less.

Income Tax Act  Cutting back tax-free savings accounts may support the Liberals in their plans for massive spending and big-government programs, but it certainly does not support the millions of middle-class Canadians who are working hard to save for their future. I would like to move to what I believe to be at the heart of what middle-class Canadians desire. I am very familiar with this because I spent my life in this industry, building houses for individuals.

Budget Implementation Act, 2016, No. 1.  During the election campaign, one of our key commitments was to greater tax fairness for middle-class Canadians and all Canadians. Our government has also introduced Bill C-2, which would lower the income tax rate for middle-class Canadians. Today, over nine million Canadians are benefiting from lower taxes, with a total tax reduction of approximately $3.4 billion.

Budget Implementation Act, 2016, No. 1  Speaker, we embarked on our initiative to improve the lives of Canadians with the very first measure that we put in place, which was a tax reduction for middle-class Canadians. We looked at the second tax bracket of between $45,000 and $90,000 and recognized that by reducing taxes for people in that group by 7%, by moving it from 22% down to 20.5%, we could reduce the taxes for a large number of Canadians.

Income Tax Act  I do not think that will have a profound impact on stimulating our economy or making a big impact for middle-class Canadians. In fact, middle-class Canadians will not benefit from this at all. The group that makes closer to $200,000 will benefit the most. We will be penalizing those hard-working Canadians, usually those who have started businesses, created jobs, grown our economy and who worked extremely hard to be in that higher tax bracket.

The Budget  What the Liberals are taking away and adding more onto are what our kids and grandkids, middle-class Canadians, will be paying for going forward in the long term.

The Budget  The average family's wages have not grown since the 1970s. I want members to imagine an ordinary middle-class Canadian family, with two parents and two kids in university. The parents have been working for 25 years, but only the bills are growing. There is nothing left at the end of the month.

Income Tax Act  Indeed, the words from the Liberals' campaign website painted a cozy picture for the average middle-class Canadian. Let me just read some of the words: “We will give middle class Canadians a tax break, by making taxes more fair. When middle class Canadians have more money in their pockets to save, invest, and grow the economy, we all benefit”.

Income Tax Act  These are the measures the government should be taking, not an expensive tax cut that benefits members of Parliament here in the House more than middle-class Canadians. Second is the clawing back of the tax-free savings account. A few days after the throne speech, my office received a phone call from a senior who asked for my help to do everything possible to ensure that the Liberal government did not reduce the limit she could contribute to her primary source of savings.
