Immigration, Refugees and Citizenship  Mr. Speaker, the Liberals have admitted that a record 40,000 people will make asylum claims to Canada this year. Many of these claims will be made by people illegally crossing the U.S.-Canada border and many of them will be found to be invalid. News reports show that the cost of processing these claims alone, never mind the social assistance payments, is projected to be over half a billion dollars.

Immigration, Refugees and Citizenship  Mr. Speaker, first, the safe third country agreement acknowledges that we should not allow border shopping between the U.S. and Canada. Second, the minister does not acknowledge the fact that the IRB is not processing claims in a timely manner, and this is going to cost Canadians billions of dollars and is preventing people like Yazidi genocide survivors from coming to Canada.

Human Rights  Mr. Speaker, when speaking at the United Nations General Assembly last week, the Prime Minister had an opportunity to lay out a plan for Canada's leadership on the global stage. He could have asked the UN to appoint a humanitarian coordinator for the Venezuelan situation to address the inability of NGOs to deliver aid there.

Questions on the Order Paper  With regard to federal funding for the rental or lease of the giant yellow inflatable duck as part of the Ontario 150 Tour: (a) how much funding has been committed to the Ontario 150 Tour since January 1, 2016; (b) of the funding committed to the Ontario 150 Tour, since January 1, 2016, how much was allocated for the giant duck; (c) what are the locations and tour dates for the giant duck; and (d) when did the Minister of Canadian Heritage become aware that federal funding was being used for the lease or rental of the giant duck?

Committees of the House  Mr. Speaker, Conservatives fully support many aspects of this report, including the recommendation for regular funding of the rainbow assistance program, which was started under the former Conservative government. There are other requests of the government, as noted in the dissenting report.

Immigration, Refugees and Citizenship  Mr. Speaker, the government's rush to process Syrian refugees has resulted in a backlog of almost 45,000 privately sponsored refugees. This means that many of the world's most persecuted—including Iraqi Christians, Yazidis, and LGBTQ+, many of whom are internally displaced and cannot survive the process of getting onto a UNHRC list—remain in peril, even though Canadians have fundraised to bring them to Canada.

World Refugee Day  Mr. Speaker, today is World Refugee Day, and on behalf of the Conservative Party of Canada, I call upon the Liberals to immediately develop a fully costed, transparent, sustainable plan to provide integration support for refugees, and in doing so, to stop simply offloading costs for long-term refugee support to the provinces; to address the massive 45,000-case backlog of privately sponsored refugees; to establish a permanent standing subcommittee on internally displaced persecuted groups; to address the severe crisis in asylum claim processing times at the IRB; to stop turning a blind eye to the border crossing crisis in places such as Emerson, Manitoba; to pressure the United Nations to eliminate institutionalized discrimination against persecuted minorities within the refugee selection process; and to make the rainbow refugee assistance program, established under the former Conservative government, a regular, ongoing program.

Indigenous Affairs  Mr. Speaker, that is a lot of words that say that the minister is refusing to enforce the law. Why can she not just stand up and say, “I am refusing to enforce the law here”, and does she realize that, as a result of her negligence, band members are having to go to court to get information to which they are rightfully entitled?

Citizenship and Immigration  Mr. Speaker, an explosive report shows that in the last 18 months Canada has seen a massive spike in asylum claims that will cost taxpayers a staggering $2.97 billion in welfare payments that have not been budgeted for. By doing things like lifting the Mexican visa requirement, and turning a blind eye to the illegal border crossing crisis, the Liberals have created a huge processing backlog, failing both taxpayers and the world's most vulnerable alike.

Immigration, Refugees and Citizenship  Mr. Speaker, for those listening, I would like to remind people that my colleague opposite holds a government appointment. He is the Parliamentary Secretary to the Minister of Immigration, Refugees and Citizenship. He should be able to answer this very simple question, which I put to him earlier: after the government spent the day raising the Pride flag on Parliament Hill, will it commit to either tabling the report on LGBTQ refugees and what the government is going to do to support it or, very simply, tonight commit to extending and regularizing the pilot program funding that was introduced under our government to support the most vulnerable people in the world, LGBTQ refugees, in coming to Canada?

Immigration, Refugees and Citizenship  Mr. Speaker, I rise in debate tonight to follow up with a question that I raised some months ago with regard to ongoing and sustained support around refugees coming to Canada, and the government's plan to be transparent about that. Today, given that it is Pride Month, I think it is very timely that we talk about the fact that the government has yet to commit to extending or making a program regular that was implemented under our former Conservative government and would see ongoing and sustained support for groups that are seeking to protect some of the world's most vulnerable people, and that is LGBTQ refugees, or people who are persecuted from that community from different parts around the world.

Citizenship Act  Mr. Speaker, the point I was trying to make is that this needs more study to answer that very question. I really want to reinforce for the House that I believe there were grounds for appeal of the Federal Court ruling, which now has us in this predicament. To my colleague's point, if people have obtained citizenship through fraudulent means, are they entitled to it to begin with?

Citizenship Act  Mr. Speaker, I went through the steps we took at length, including the measures in Bill C-24, which are effectively being revoked by the current government, to prevent citizenship fraud. One of the measures we put in place was the streamlining of the process for revocation in cases of fraud, as a way to make sure that people are not incenting that.

Citizenship Act  Mr. Speaker, I have not had the chance to say this in a while, but I want to put on the record my respect for the member for Vancouver East. Even though we do not agree on policy positions, she genuinely understands the immigration file, has often brought forward very reasonable suggestions for study, and comes to our parliamentary committee prepared and ready to debate.
