Budget Implementation Act, 2016, No. 2  Madam Speaker, when we look back at what the Liberal platform involved in October 2015, in last year's election, specifically on the subject of infrastructure, there was mention of the establishment of a Canadian infrastructure bank to provide low-cost financing for new infrastructure projects, and the federal government using its strong credit rating and lending authority to make it easier for municipalities to make these kind of investments.

Budget Implementation Act, 2016, No. 2  Madam Speaker, I was really glad to hear my colleague's speech and comments today, which really underlined the fact that the Liberals are still very much marching to the same tune that was started by Ronald Reagan and Margaret Thatcher in the 1980s, the ideology of neo-liberalism.

Petitions  Madam Speaker, it is a pleasure to rise again in the House today to present more petitions on behalf of the constituents who reside in Shawnigan Lake in my riding of Cowichan—Malahat—Langford. These residents are petitioning the federal government for some assistance concerning a contaminated soil dump in their area.

Business of Supply  Mr. Speaker, I alluded to some of that during the course of my speech. I pointed out the fact that all the Liberal members of Parliament in the House voted to give themselves a $670 tax credit, which applied to people making between $89,000 and $200,000 a year, and that is going to come at a budget shortfall of $1.2 billion.

Business of Supply  Mr. Speaker, I would like to remind the parliamentary secretary that the Liberal platform, as it showed earlier this year, had a $1.7 billion funding gap announced, because it was relying on what they thought was pre-existing funding that they supposed existed from 2016 to 2019-2020.

Business of Supply  Mr. Speaker, I certainly appreciate the parliamentary secretary's passion for this particular issue. I just wanted to bring light to the fact that the Liberal plan in the last election relied on $1.7 billion of pre-existing funding over the 2016-17 period to the 2019-20 period, despite no existence of that funding in three primary sets of government fiscal documents; that is, the main estimates, public accounts, and the reports on plans and priorities.

Business of Supply  Mr. Speaker, I was glad to hear the member opposite talk about budget 2016. When we look at the specifics for the money that was allocated for child welfare, we see that it is $684 million over five years, but over half of that will not come into play until 2019 or the year after the next federal election.

What is really helpful in today's debate is to compare what the Liberal Party members used to stand for and what their actions are now that they are in government. I want to read a quote from the member for Yukon during the debate on Jordan's principle in 2007.

Petitions  Mr. Speaker, I am pleased to rise again in this House to present a petition on behalf of the hard-working and dedicated constituents of Shawnigan Lake. The petitioners are asking for the federal government to provide some assistance in combatting the situation of a contaminated soil dump in their watershed.

I had the honour of sitting as a member of the Special Committee on Electoral Reform for four days when it was doing its Atlantic Canada tour. Some of the witnesses did identify the length of election periods as an issue.

I would like a clear yes or no on whether the government will support my bill, Bill C-279, to limit the length of federal elections. I would like to lay out the reasons for the government to support the bill.

Canada Pension Plan  Mr. Speaker, it is very important to underline in this debate, especially for the Conservative side, that so many provincial premiers came together, even Conservative superstar, Premier Brad Wall, who I think many Conservatives wish was running for leadership. Yes, he was a reluctant partner, but he did come on board at the end.

Canada Pension Plan  Mr. Speaker, that is a very good point. It reminds me of some of the conversations that took place during electoral reform. The problem with our current system of electing governments is that we suffer from policy lurch. It is very hard in this place to take a long-term view when there is a new government, on average, every 10 years that completely clears the deck of the previous government, saying it is going to go in another direction.

Canada Pension Plan  Mr. Speaker, when we go back to budget 2016, the increase in the guaranteed income supplement was the specific target. Before that increase came, the number of seniors living in poverty in Canada was about 719,000 and that 10% increase was only going to address 149,000. Of course, the majority is women, so there certainly are more steps that can be taken.
