Business of Supply  Mr. Speaker, I thank the member for Winnipeg North for his comments. He referred to the performance of the New Democratic government in Manitoba. I could add Nova Scotia, British Columbia and Saskatchewan to the list. New Democratic governments in those provinces have successfully balanced public finances while providing people with better public services, unlike what the Conservatives are doing at the federal level.

Business of Supply  Mr. Speaker, the hon. member for Fort McMurray—Athabasca seems to have a rather selective memory since he comes from the same region as the Prime Minister, who, not all that long ago, described the Atlantic provinces as having a culture of dependence and talked about building a firewall around Alberta.

Business of Supply  Mr. Speaker, I hope that the member will pay closer attention to the speech I am about to give than he did to the question I just asked him. I will be sharing my time with the member for Hull—Aylmer. The motion has already been read in the House. We are asking the Prime Minister to show some leadership for once and meet with the premiers who are members of the Council of the Federation during a conference to be held this November in Halifax about how to address the economic uncertainty that Canada is still experiencing.

First, we agree, on both sides of the House, that you need sound facts and strong evidence before you develop economic policies. When the Conservatives came to power in 2006, they inherited a budget surplus of about $13 billion.

Enhancing Royal Canadian Mounted Police Accountability Act  Mr. Speaker, we are indeed disappointed because a little consultation is all it would have taken for us to share with the Minister of Public Safety some critical elements that could have helped refine this bill and made it easier for us to support. It would not have taken much effort.

Enhancing Royal Canadian Mounted Police Accountability Act  Mr. Speaker, that is one of the systemic shortcomings. In order for Canadians to have confidence in the RCMP, the police force that protects them across Canada, they must also have confidence in the complaints mechanism. When the RCMP oversteps its mandate or does not take all necessary precautions with respect to a Canadian citizen—Maher Arar in this case, or any other citizen—there must be a mechanism to examine its actions.

Enhancing Royal Canadian Mounted Police Accountability Act  Mr. Speaker, this is an important matter. I would say that it is conducive to a culture of passing the buck, or avoiding and delegating responsibilities. There are some problems in that regard. Therefore, a review of the bill in committee is absolutely necessary in order to ensure that everything that has happened and that has been allowed to happen by the current culture in the RCMP is changed.

Enhancing Royal Canadian Mounted Police Accountability Act  Mr. Speaker, I touched on this in my presentation. Canadians still recognize that the RCMP represents one of the most respectable and respected police forces in the world. The number of cases is not high compared to the total number of members in the force, but even one case of sexual harassment is one too many, whether it occurs within the RCMP, or in the public or private sectors.

I am pleased to speak to Bill C-42, An Act to amend the Royal Canadian Mounted Police Act and to make related and consequential amendments to other Acts. The NDP will support Bill C-42 and will vote in favour of it at second reading.

Petitions  Mr. Speaker, this morning I have the pleasure of submitting two petitions signed by men and women from across the country. The first petition is in support of reinstating and extending the Katimavik program. In Rimouski, I had the opportunity to meet with young people who benefited from the experience.

Petitions  Mr. Speaker, the second petition is in support of a national public transit strategy. There is a large gap in infrastructure, which must be remedied. We are talking about $18 billion. Most Canadians, whether they live in big cities or rural areas, would like to have much more efficient public transit.

Questions Passed as Orders for Returns  With regard to the Department of Fisheries and Oceans’ (DFO) Small Craft Harbours Program: (a) what is the complete list of ports (in the province of Quebec) targeted for divestiture by DFO under the Divestiture Class Grant Program (SCH-DCGP) and the planned or desired timeframe for the divestiture; (b) has the Rimouski Wharf already been considered under the Program (SCH DCGP), and why; (c) what are the criteria used to determine which port facilities qualify under the Divestiture Class Grant Program; (d) generally speaking, what are the definitions of “core fishing harbour”, (ii) “non-core fishing harbour”, (iii) “recreational harbour”, (iv) “multi-purpose harbour”; and (e) under what law or regulations does DFO classify a port facility using these definitions?

Fisheries and Oceans  Mr. Speaker, Conservative attacks on science do not stop at the experimental lakes. Everyone in eastern Quebec has been very concerned because an unusually high number of baby belugas, fish and Northern gannets have been found dead in the St. Lawrence ecosystem. While experts are looking for answers, the Conservatives have fired two-thirds of the scientists in the ecotoxicology department at the Maurice Lamontagne Institute, which studies marine polluters, and they want to shut down the entire department within two years, even though they were the ones who opened it in 2007.

Parks Canada  Mr. Speaker, we are fortunate in my riding to have a tourism jewel, the Pointe-au-Père Lighthouse National Historic Site. The existing agreement provided low-cost service to Parks Canada and let thousands of tourists visit the site. However, Parks Canada has slapped the site managers in the face by taking over management of the port of Pointe-au-Père.

Jobs, Growth and Long-term Prosperity Act  Mr. Speaker, I heard the government member talk about the scope of the consultations that took place. It is not the first time I hear this. They talk about 70 hours in committee. That is 50 hours at the Standing Committee on Finance and 20 hours at the subcommittee. However, we have to keep in mind that some 70 acts were either added, abolished or amended.
