Canada-European Union Comprehensive Economic and Trade Agreement Implementation Act  Mr. Speaker, one of the things that struck me from my colleague's speech was that the approval process in European legislatures is going to take between two to five years. Here we are in Canada's Parliament, where the Prime Minister signed the agreement on October 30, and the legislation was brought in on October 31.

Pensions  Mr. Speaker, not only have the Liberals left women behind with their new CPP legislation, but seniors everywhere are still waiting for the Liberals to deliver on their promise of a new seniors price index. Here we are in November and the Liberals have failed to come through with their promise of a better way to index old age security and guaranteed income supplement benefits.

Income Tax Act  Mr. Speaker, I want to congratulate the member for Edmonton West for bringing the bill forward. I am sad to hear from the parliamentary secretary that the government will be opposing the bill. When we look at the three pillars that Canada's retirement system is based on, we know that workplace pensions are really the pillar that is suffering.

Income Tax Act  Mr. Speaker, as the member well knows, Canada's retirement system was founded on three pillars, and this bill will be of great assistance with respect to the pillar of personal savings. I want to look at the situation of women. We know today that the probability of a 71-year-old woman reaching her nineties is much higher than it was even 20 years ago.

The Environment  Mr. Speaker, the residents in my riding of Cowichan—Malahat—Langford are calling on the government to stop the dumping of contaminated soil from Canadian Forces Base Esquimalt to Shawnigan Lake. This contamination is seeping into the watershed, threatening aquatic life and drinking water for an entire community.

Canada Pension Plan  Mr. Speaker, I certainly appreciate the warm welcome my colleague from Mount Royal gave me at the justice committee. I am looking forward to working with him. I appreciate that in his speech the member mentioned the fact that this agreement has come about with strong support from the provinces, which is key, and he went over the jurisdictional conundrums that come with pensions.

Petitions  Mr. Speaker, it is a pleasure to rise in the House on behalf of the great constituents who reside in Shawnigan Lake in my riding of Cowichan—Malahat—Langford. The residents of Shawnigan Lake are calling on the Government of Canada to protect the Shawnigan Lake watershed from a contaminated soil dump under the authority of the Fisheries Act.

Incubator Seed Farm  Mr. Speaker, last month, I had the pleasure of visiting the first of its kind in Canada, incubator seed farm. Located in the beautiful Cowichan Valley, this farm will focus specifically on training new seed farmers. A secure, diverse, and regionally adapted seed supply is essential to a community's food security.

Canada Pension Plan  Mr. Speaker, we in the NDP have long advocated for increases in the GIS. While we were thankful to see that 10% increase recently, there is still much more that needs to be done. We all know that the GIS depends on tax revenues, but some of the arguments I hear from the Conservatives are that they want to increase the TFSA.

Questions on the Order Paper  With regard to the Canada Pension Plan (CPP) retroactive payments for late applications for the years 2011 and 2016: (a) how many requests for retroactive payments have been made, broken down by year and province; (b) how many requests for retroactive payments have been outside the 11 month maximum, broken down by year and province; (c) how many court cases were brought against the government between 2011 and 2016 in order to gain monetary compensation past the 11 month maximum; (d) of the court cases in (c), what were the total legal costs to the government; and (e) what was the total amount of unclaimed CPP payments lost to claimants due to the 11 month retroactive payment limit, broken down by year and province?

Budget Implementation Act, 2016, No. 2  Madam Speaker, I welcome the opportunity to go over our electoral platform for the benefit of all members in the House. The NDP is often asked how it will pay for these things, but no mention is ever made by the Liberals or the Conservatives about the current low corporate tax rates.

Budget Implementation Act, 2016, No. 2  Madam Speaker, with the budget implementation bill being an omnibus bill, there were a number of items we agreed with, but there were also a lot we did not. The problem with bills like this is that they have to pass the House in their current form. Therefore, because there were those poison pills in the budget, we could not support it.
