Bill C-38  Mr. Speaker, in the spirit of a proper analysis of this bill, I would seek unanimous consent of the House to move the following motion: That, notwithstanding any Standing Order or usual practice of the House, clauses 218 to 222, 420 to 426, 468 to 472, 476 to 478, 516 to 524, and 711 to 712 be removed from Bill C-38, An Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures, and do compose Bill C-38A; that Bill C-38A be deemed read a first time and be printed; that the order for second reading of the said bill provide for the referral to the Standing Committee on Government Operations and Estimates; that Bill C-38 be reprinted as amended; and that the law clerk and parliamentary counsel be authorized to make any technical changes or corrections as may be necessary to give effect to this motion.

Health  Mr. Speaker, I could talk about a number of groups that play a role in addressing mental health, but the federal government is not one of them. Our federal government has taken mental illness far too lightly. We had to wait until 2007 before instituting the Mental Health Commission.

Health  Mr. Speaker, the Conservatives' lack of leadership on health is appalling. Canada is the only G8 country without a mental health strategy. To remedy that situation, the Mental Health Commission of Canada will release its new strategy tomorrow. The Conservatives' inaction on mental health is costing this country $50 billion a year.

Budget Implementation  Madam Speaker, when the government wants Canadians to accept unpopular measures, it always ends up ramming these measures down their throats. Yesterday, the government invoked closure for the 18th time, in this case on the budget implementation bill, which is full of measures that Canadians did not vote for.

Budget Implementation  Madam Speaker, if the Conservatives like to approve 425-page bills without reading or analyzing them, where is their rigour? We know that the devil is in the details, and Bill C-38 has many details that are perplexing, such as amendments to the Bank Act that will infringe on provincial powers.

Jobs, Growth and Long-term Prosperity Act  Mr. Speaker, I would like to thank my colleague, the finance critic, for her excellent analysis of the budget. We are both members of the Standing Committee on Finance, and I would also like to commend her on her work. I would like to ask her a question and hear what she has to say about the process that is being used.

Citizen's Arrest and Self-defence Act  Madam Speaker, my colleague is entirely correct. If we want to understand what prompts people to commit offences or crimes, and if we want to understand how to protect ourselves from them, it is important to look for the underlying reasons, the root causes. That is why prevention and communication within a community are absolutely crucial if we are ultimately to succeed in reducing the number of crimes.

Citizen's Arrest and Self-defence Act  Madam Speaker, that question is indeed important and it is an important aspect of the bill. The concept of reasonable time has to be considered on a case-by-case basis. I think it is very important to mention reasonable time in the case of Mr. Chen, for example, since the thief in question made off with items and came back less than an hour later.

Citizen's Arrest and Self-defence Act  Madam Speaker, I am pleased to rise in this House to speak to Bill C-26. A number of my colleagues who have spoken thus far have raised interesting points. I will not be using my time to repeat what has already been said, even though they are important points. However, there are some things that should be highlighted.

Citizen's Arrest and Self-defence Act  Madam Speaker, once again, I listened attentively to the speech by my colleague from Charlottetown. In fact, I would like to ask more or less the same question that I asked previously, but I would appreciate the perspective of the third party on the sometimes legitimate fears regarding people who might try to take justice into their own hands, as a group.

Citizen's Arrest and Self-defence Act  Madam Speaker, I also listened carefully to the speech by my colleague from Hamilton East—Stoney Creek. The NDP will obviously support the bill. However, some groups have raised legitimate concerns, which have been addressed in part by the committee. One concern is the perception that this will encourage groups of citizens to somehow take justice into their own hands.

Business of Supply  Mr. Speaker, yes, I believe that the Conservatives should reduce pollution and therefore should not cut the budgets of programs aimed at reducing air pollution. With regard to the environment, the member for Parkdale—High Park mentioned that one-third of the budget implementation bill deals with environmental measures.

Business of Supply  Mr. Speaker, that is a very important question. The search and rescue centre was the topic of the second part of my speech. I know that the office in St. John's, Newfoundland, is affected, but the one in Quebec City is to be abolished. This has major consequences for my riding.

Business of Supply  Mr. Speaker, I am pleased to speak to the subject of this motion, because I think it goes straight to the heart of the government's way of operating. When we talk about government services or government structures, members on both sides of the House agree that procedures, services and structures should be constantly reviewed so that they can be made to respond more efficiently and more effectively to the situations they were created to deal with.
