The Environment  Speaker, as I have said any number of times in the House, we do have a plan, and that plan is working sector by sector. We began with the transportation sector, which accounts for 24% of our annual greenhouse gas emissions. We are about to bring down final regulations for the coal-fired electricity sector.

We are saving Canadians a great deal of money with our sector by sector approach to regulation. With regard to regulations in the light car and truck sector alone, we are saving Canadians hundreds of millions of dollars.

Business of Supply  I will continue with regard to greenhouse gas emissions and regulations around that, because we have heard a lot about that today. Our sector-by-sector regulatory approach, which we are committed to funding through the budget, will actually see a real reduction. We have committed to 17% from the 2005-level target, which we are close to meeting.

The Environment  In spite of the rhetoric we hear from the NDP and the unfettered growth of greenhouse gas emissions that we saw under the previous Liberal government, our government's balanced approach to reducing greenhouse gas emissions through our sector by sector regulatory approach that does not shut down wholesale sectors of the economy, as the NDP would have, we are seeing real reductions in greenhouse gas emissions. Our plan is working.

House debate  Our approach is two-fold. First, we need to take domestic action at home, and we are doing that. We have a sector by sector regulatory approach by which we are seeking to regulate greenhouse gas emissions in some of the most intensive emission sectors. We are working together with partners in those sectors to make sure that those regulations are smart, implementable and workable and do not harm our economy.

House debate  What shocks me is that for someone who is so committed to this issue, she cannot accept the fact that we now have a practical target aligned with other major economies, one that would not disadvantage our economy, and that we are making real progress. I talk often about our sector-by-sector regulatory approach. It is a really important plan. We have looked at the coal-fired power generation sector and have proposed regulations on the table for that. We have dealt with the transportation sector so far, and we have other sectors to come, but we are doing that in consultation with important groups that affect the economy because we believe in balance.

As my colleague knows full well, we began with a sector-by-sector regulatory approach a year ago, starting with the transportation sector, which is the greatest emitter of greenhouse gases. I have just posted in Canada Gazette, part I, new regulations for the coal-fired electricity sector, and we will proceed sector by sector from here around the wheel of priorities.

The Environment  It has voted against any sort of measure that makes sense to support our energy sector from a sustainable development perspective, and it lobbies against Canadian jobs. We have a sector by sector robust regulatory program for greenhouse gas emissions. We also support the over 500,000 people who work in our energy sector. That is something my colleague opposite cannot say.
