Business of Supply  Madam Speaker, in his compassionate speech, it sounds like my colleague for Mount Royal might actually be supporting our motion on this issue. I appreciate that very much. Recently, the member for Louis-Hébert revealed that the Liberal leadership made the decision before the last election to wedge, to divide and to stigmatize Canadians.

Business of Supply  Mr. Speaker, the member for Winnipeg North talked about the plan from the very beginning in his comments. Recently, the member for Louis-Hébert revealed what the Liberals' plan was when they made the conscious decision before the last election to wedge, divide and stigmatize Canadians who were unvaccinated or skeptical of vaccines for political gain, no matter what the cost.

Louis Roy  Mr. Speaker, it is a privilege to rise today and honour the life of World War II Navy veteran Louis Roy. Mr. Roy passed away early in January at 101 years of age. He enlisted in the army in 1942 and served Canada in Ireland, Portugal, Italy and England until his discharge in 1945.

Questions Passed as Orders for Return  With regard to delayed federally funded infrastructure projects in Northern Saskatchewan: what are the details of all projects which have yet to be completed, and have had their original expected completion date delayed by more than six months, including, for each, (i) the project location, (ii) the project description, (iii) the original expected completion date, (iv) the revised expected completion date, (v) the original total projected budget of project, (vi) the most recent total projected budget of project, (vii) the original federal contribution, (viii) whether or not the federal contribution has been or will be increased, and, if so, to what amount, (ix) the specific reason for the delay?

Questions Passed as Orders for Return  With regard to the offices of the Minister for Crown-Indigenous Relations, Minister for Indigenous Services, and Minister of Northern Affairs from July 1, 2016, to December 8, 2021: (a) how much was spent on contracts for (i) temporary employment, (ii) consultants, (iii) advice; (b) what are the details of all contracts related to (a), including for each (i) the date and duration of the contract, (ii) the vendor, (iii) the value of the contract, (iv) the description of services provided, (v) whether the contract was sole-sourced or awarded through a competitive bid process, (vi) the file number; and (c) what are the names of the individuals who provided the services to the minister’s office in relation to the contract?

Questions on the Order Paper  With regard to payments made to individuals through the Canada Emergency Response Benefit (CERB) or the Canada Recover Benefit (CRB), and broken down by each program: (a) how many individuals received their payments via (i) direct deposit, (ii) a paper cheque; (b) of the individuals who received their payments via a paper cheque, how many were mailed to an address outside of Canada; (c) how many of the paper cheques were counter-signed or cashed by a third party; (d) what specific action was taken by the government to ensure that money in the cheques cashed in (c) went to the intended individuals; (e) approximately how many cases of CERB or CRB fraud is the Canada Revenue Agency (CRA) aware of involving paper cheques; (f) what specific action is CRA taking to investigate the cases in (e) and recover the money; and (g) how much money has been recovered to date, as a result of the efforts outlined in (f)?

Indspire Awards  Madam Speaker, it is an honour today to rise and recognize a teacher from Meadow Lake's Carpenter High School, Derek Eftoda. Derek recently was named as a Guiding the Journey national award winner by Indspire, a charity that invests in the education of first nations, Inuit and Métis students.

Housing  Mr. Speaker, this government is out of touch with rural Canadians. My constituents in northern Saskatchewan are frustrated with the made-in-Ottawa greener homes grant. Because they live a long way from urban centres, the cost of the inspection process nearly equals the grant. This simply does not make any sense.

Hugh Watt  Madam Speaker, it is indeed a privilege today to rise in the House to pay tribute to the life of Hugh Watt, a committed family man, town councillor, businessman, great mentor and a loyal friend to many. Hugh moved to the town of La Ronge in 1977 and became a pillar of the community.

House debate  Madam Chair, Canada has an obligation to involve indigenous softwood lumber producers in the discussions regarding any softwood lumber agreement. In 2016, the parliamentary Standing Committee on International Trade made a recommendation: That the Government of Canada ensure that its consultations regarding the negotiations for a new softwood lumber agreement with the United States include stakeholders that may have been overlooked in the past, especially Aboriginal stakeholders and small producers.

House debate  Madam Chair, the member talked about innovation, and I can assure him that NorSask Forest Products is one of the most modern, technological companies in the country. It has advanced its technology at incredible speeds. My challenge is that the $20 billion is not there to pay dividends to the first nations communities, and it is also not there to invest in new and better technologies at the same time.

House debate  Madam Chair, I actually have the press release from September 12, 2006, on that announced agreement, and that press release talks about the $4.3 billion that was to be returned to the importers of record at the time. One of those importers of record was NorSask Forest Products in northern Saskatchewan.

House debate  Madam Chair, I will be splitting my time tonight with the member for Kenora. As this is the first time I have risen in this 44th Parliament, I would like to take a minute to thank the constituents of Desnethé—Missinippi—Churchill River for re-electing me and sending me back to Ottawa to be their representative.

House debate  Madam Chair, I asked in question period the other day whether we could expect, for the first nations-owned lumber mill in my riding, to have the $20 million that have been withheld in tariffs returned to it through this process. The hon. member speaks of the process and playing it through to the end in an appropriate manner.

Canada-U.S. Relations  Mr. Speaker, with the announcement of softwood lumber tariffs doubling, we see again how this government is failing indigenous people. NorSask Forest Products, a 100% first nations-owned company in my riding, has millions of dollars held in tariffs. The government's failure to negotiate a softwood lumber agreement is costing the nine ownership nations the ability to invest in their communities.
