Business of Supply  Madam Speaker, I have the privilege of working with my colleague on the Standing Joint Committee on the Scrutiny of Regulations and enjoy his input very much. We work very well collaboratively. My colleague commented about the developmental costs at a municipal level, which are the costs for something, but there is an effect at the other end, where people end up with a new bridge, a new road, a new sewer system, or a new water system.

Business of Supply  Madam Speaker, the point of our motion that we have been debating all day and will be for a few more hours is to simply give us the facts. The government knows what the facts are. It is in black and white in the document, but for us it is black. How can we buy something when we do not know what the cost will be, especially when we do not know what the effect will be?

Business of Supply  Madam Speaker, I will be sharing my time with the hon. member for Barrie—Springwater—Oro-Medonte. For a party that campaigned in 2015 on running an open and transparent government and on being “open by default”, it really is sad to see it has broken this promise, along with many other promises it made in the 2015 campaign.

Business of Supply  Madam Speaker, I want to thank my colleague for drawing attention to the great agricultural initiatives that are improving our soil quality. I have some of the best farmers in all of Canada in my riding, Kitchener—Conestoga. In fact, many are being proactive by planting cover crops to sequester carbon and by reducing tillage and fuel use.

Business of Supply  Madam Speaker, I was not able to hear the member's entire speech, but I did hear a good portion of what he was sharing in his comments. It is clear that he is unwilling to use the term carbon tax. What I find really disappointing is that the Liberal Party, for many weeks now, in fact months, has refused to tell Canadians how much the carbon tax will cost the average Canadian family.

Business of Supply  Madam Speaker, I had the privilege of working with my colleague on the environment committee a few years ago. I have always enjoyed working with him. I totally agree with my NDP colleagues in their questions about the Trans Mountain pipeline. It is costing $4.5 billion of taxpayers' money to invest in a 60-year-old pipeline and who knows how much it is going to cost to do the expansion.

Business of Supply  Madam Speaker, we heard at least three times during my colleague's speech, and more frequently from other members of his caucus, that the environment and the economy go hand in hand. It is a worn out phrase that we have heard since the 2015 campaign. However, the problem with that statement is that the government is not being forthright with Canadians in showing how that happens.

Business of Supply  Mr. Speaker, my colleague will be thrilled to know that I agree wholeheartedly with the part of his speech where he talked about the unfortunate investment of $4.5 billion of taxpayer money to buy a 60-year-old pipeline with no input from members of Parliament at all. There is no question that this is a travesty, but I understand as well that my colleague does support the Liberal government's policies on carbon tax.

Earlier today when we were debating this, it was clear that there was a misunderstanding in terms of those major countries that have signed and ratified this document.

Export and Import Permits Act  Mr. Speaker, I want to thank my friend and colleague for his comments on this bill, because he clearly knows a lot about it. As I was listening to my colleague outline some of the things that our current regime includes, such as the trade controls bureau, the fact that heavily restricted items, such as military and security equipment, are already under good scrutiny by Stats Canada and the CBSA, as well as many other safeguards that my colleague pointed out, it was clear that Canada already has a very effective regime when it comes to the control of military goods and security equipment.

Chief Electoral Officer  Mr. Speaker, I have a petition from a number of residents from the Waterloo region. They point out that the Canadian Charter of Rights and Freedoms identifies, among other things, freedom of conscience, freedom of thought, and freedom of belief as fundamental freedoms. They are calling out the Liberal government on its proposed attestation requirement for the Canada summer jobs program, under which applicants would be compelled to hold the same views as the government, which would contravene the Canadian Charter of Rights and Freedoms.

Carbon Pricing  Mr. Speaker, Ontario voters have spoken clearly: they do not want a carbon tax. Now it is time for the Prime Minister to stop forcing his punishing carbon tax on middle-class Canadian families. Farmers in Kitchener—Conestoga are especially concerned about this unfair tax, which would increase their costs for tractor fuel, fertilizer, and transportation of feed and farm products.

Fisheries Act  Mr. Speaker, it is pretty obvious there is a pattern here. The Liberals say one thing but do another. All through the 2015 campaign, we heard time and time again that there would be no more omnibus bills, that the election would be the last first past the post, and on and on with promises.

Fisheries Act  Mr. Speaker, I am pleased to rise tonight to speak to Bill C-68, an act to amend the Fisheries Act, a lengthy bill that would have a number of impacts on fisheries and fish stocks across Canada. The bill would also have wide-ranging implications for economic development for farmers, rural municipalities, and others.

Fisheries Act  Mr. Speaker, I was hoping to address this topic as well in a later speech. I do want to point out that there are many more people in this House who are interested in discussing this than simply those from B.C. We have Ontario. I can understand why the Liberals and New Democrats tonight would not want to talk about Ontario, because we have just seen what happened in Ontario.
