Online Streaming Act  Madam Speaker, it is kind of a pleasure to speak to Bill C-11. I will offer a few things based on a career, at least my first career, of dealing with the CRTC as a broadcaster, as a person who was on the radio and occasionally on television, and especially as a manager of stations that were required to follow the CRTC regulations.

Susan Jacks  Mr. Speaker, on April 25, Canada lost a wonderful artist, talented and beautiful in every way. Susan Jacks passed away in Surrey after a rich career with chart-topping Billboard and Cashbox hits in Canada and the United States, three million-selling records worldwide, and many Juno and Grammy awards nominations as a performer and writer.

The Budget  Madam Speaker, therein lies one of the key shortcomings of the NDP's approach to things: There is no simple solution here. If we bring in a wealth tax, the next sound we will hear is the sound of wealth fleeing Canada to friendlier places. Whatever has to happen may be along the lines of some of the things that French economist Thomas Piketty has been reporting on, and there are others.

The Budget  Madam Speaker, that is no small question, and indeed it is an important one. We cannot forget that the budget is a snapshot in time. It is like a movie going by at 64 frames a second. There are things that were put in place beforehand and things that will follow as the dollars stacked up in any given ministry are allocated according to the needs.

The Budget  Madam Speaker, the budget can be faulted for not including a lot of different things. There are only so many lines and there is only so much room, but that does not mean to say that things are not going to happen. Our government has laid the foundation for a very strong agricultural sector, with the assistance that it has needed in various areas, including the whole business of sustainability in the environment.

The Budget  Madam Speaker, the occasion to comment on the 2022 federal budget includes an opportunity not only to highlight certain aspects of the government's plan that people in Fleetwood—Port Kells and indeed right across Canada will find of great value, but also an opportunity to illustrate the budget as yet another sign of a choice Canadians have in their relationship with the federal government.

The Budget  Mr. Speaker, this budget has been described as modern supply-side economics. The traditional supply-side economics, as brought forward by Margaret Thatcher and Ronald Reagan, went for deregulation and big tax cuts for big business so that it would expand. It worked, except it worked in Asia and not in North America, and we lost a lot of good middle-class jobs.

Business of Supply  Madam Speaker, first of all, I thank the hon. member for his service. Both of my grandfathers served in the First World War and my father served in the North Atlantic in the Second World War, but over the last 20 years, the lapsed funding for the military has been a constant. Yes, we can throw political stuff around, but I am wondering if, and perhaps the member for Selkirk—Interlake—Eastman could also chime in on this, it is more about having the infrastructure in the military to actually take this lapsed funding, most of which is carried forward, and treat it as though it were a consistent revenue source that could be used and properly managed by the military to get the things we need.

Committees of the House  Madam Speaker, I want to congratulate the member, as I would like to congratulate everybody at that end of the House and everybody at this end of the House who have been talking about people, because what we have heard from that portion of the other side is all about money. There is a an old saying that is quite often misused.

The Economy  Mr. Speaker, regulations act as the rule book for how businesses operate, and protect consumers, the environment and our health and safety. Over time, regulations can accumulate, become outdated and result in barriers to innovation and growth. Could the President of the Treasury Board update the House on how the government is modernizing our regulatory system to improve Canada's ability to attract investment and growth-oriented businesses?

International Mother Language Day Act  Madam Speaker, I totally agree with my hon. colleague. In fact, just yesterday it was interesting to see news from Elections Canada that it intends to prepare material for elections in the local indigenous languages. Again, the idea is to generate understanding, engagement and participation, and we do that by communicating in a way that our audience will understand.

International Mother Language Day Act  Madam Speaker, I spent my youngest days in Edmonton, where the Ukrainian community there was large and vital and heavily engaged. Those Ukrainian folks came over as farmers, and the prosperity that Alberta, Saskatchewan and Manitoba particularly enjoy is in no small measure thanks to their efforts over the years.

International Mother Language Day Act  Madam Speaker, I absolutely agree with the sentiments of that comment. After the 2015 election, my wife and I decided that we would buy a home here. It was strategic. After a day at the office, I get to go home and spend some time with my wife, which I would not be able to do back home in Fleetwood—Port Kells because it is very busy any moment we are there.

International Mother Language Day Act  moved that Bill S-214, An Act to establish International Mother Language Day, be read the second time and referred to a committee. This is a time when our nation is weathering some very formidable challenges that some would use to draw out our differences, namely to challenge that most fundamental Canadian value, the one where we care about and act in the common good.

Online Streaming Act  Madam Speaker, I listen to the debate today as somebody who went through the first Canadian content regulations. I was on the air, and if I play Anne Murray's Snowbird one more time I think my head will explode. That was the point. What we did on the radio or on standard television was present a very linear stream of programming, so we would get this one and then this one, and the only choice people had was to watch or turn to another channel.
