Canada Labour Code  Mr. Speaker, while the government has been commended on moving forward with stronger laws for the protection of workers in federal areas of employment, one of the issues that has been raised is that a good number of the workers are covered by collective agreements and others are not.

Canada Labour Code  Mr. Speaker, I often think that we over here are forgotten. I have a question for the member who has obviously been very thoughtful on this bill and in his previous experience. I note that this bill will also apply to federally regulated workplaces, including banks, telecommunications and transport.

Global Warming  Mr. Speaker, I do not think those measures are any more dramatic than what we are going to face if we do not take them. In looking at the economy, the most important thing for the government to do is to finally take action on a just transition. My province alone relies heavily on oil and gas.

Global Warming  Mr. Speaker, I thank the member for her dedication to this cause. This gives me a chance to share something I had hoped to share and hope to be coming forward with something on in the House soon. Quite some time ago, the United Kingdom tabled and passed legislation setting binding targets for the reduction of greenhouse gases.

Global Warming  Mr. Speaker, despite the fact I am feeling very under the weather, which seems to be an appropriate saying for tonight, I had to be here to participate in this. I want to thank my colleagues, colleagues across the way and the member for the Green Party for calling this debate. This matter of urgency did not happen simply because the IPCC told us to wake up, that we were already at the 1.5°C mark.

Department of Health Act  Mr. Speaker, in Bill C-326, the member for Lac-Saint-Louis proposes a number of measures related to empowering the federal Minister of Health, under the Department of Health Act, to investigate and report on the need to update regulation of toxins in drinking water. I want to say again that I am aware of the long-standing interest of this member in calling for greater action to protect Canadian water quality, including safe drinking water, and I commend him for this dedication.

Department of Health Act  Mr. Speaker, I would like to thank the member for Lac-Saint-Louis for his lifelong dedication to greater government action to protect our water, including safe drinking water. I am well aware that this has been a long-standing interest of his. The parliamentary committee on environment and sustainable development, in March 2016, was directed by this place to undertake a review of the Canadian Environmental Protection Act, which is the law that regulates toxins in our water, land and air.

Multilateral Instrument in Respect of Tax Conventions Act  Mr. Speaker, it is always a pleasure to work with my colleague. I have previously worked with him on committees. It is important that, as a member of the OECD , we take seriously the work that is done in that forum. For example, the OECD recently did a report on all the countries living up to their commitment to deliver 0.7% of their GNI on international assistance, and chastised Canada for delivering just a third of that.

Public Safety  Mr. Speaker, this is personal, not just for me but for all Canadians who speak up for the protection of their communities' health and environment. In the 1980s, Canadians were called “unAlbertan” for protesting a dam. The utilities board was later shut down when it was discovered that the utilities board was spying on farmers who were protesting a power line.

Public Safety  Mr. Speaker, yesterday, the Prime Minister claimed that he believes in the rights of all Canadians to peacefully protest, and yet proceedings before the Federal Court this week suggest the contrary. It has been revealed that CSIS is treating environmental activists as a threat to national security, and sharing this information with the National Energy Board and private corporations.

There is a partnership between the Northern Alberta Institute of Technology and a construction company in the capital city region where they are giving low-income Edmontonians living in affordable housing an opportunity to train as apprentices.

Business of Supply  Mr. Speaker, I am pleased to hear that at least the member is interested in the federal government encouraging more energy efficiency, but why the heck has it not restored the eco-energy retrofit program? I know every home in my riding would welcome the infusion of dollars so they too could reduce their energy bill and make their homes energy efficient.

Business of Supply  Mr. Speaker, I am honoured to share with the House that, yet again, View Magazine in Edmonton has chosen me to be its favourite member of Parliament in Edmonton. It is a great honour and I am humbled by it. I will be splitting my time with the member for Essex. I too will speak in support of the call of my colleague, the member for Saskatoon West, for rapid action on housing and homelessness, particularly the aspects raised in this motion, which are that 90% of the funding for the government's national housing strategy will not flow until after the next election and that most of the funding depends on collaboration with provincial governments and the private sector.

Business of Supply  Mr. Speaker, when is a right to a housing framework not a right to housing when it is a framework? Contrary to what the member alleged in the House, it is simply not fact. This is what Leilani Farha, the United Nations Special Rapporteur, actually said: ...it is impossible to have a human rights based housing strategy that does not recognize the primacy of the right to housing as a legal right subject to effective remedies.

Business of Supply  Mr. Speaker, I need not remind this place that the United Nations Special Rapporteur on housing, Leilani Farha, called upon the government to finally act on its commitments to provide the right to housing. Nowhere is that more critical than our indigenous communities in the far north for the Inuit, first nations and Métis.
