Digital Charter Implementation Act, 2022  Madam Speaker, that is an important question. Bill C-27 needs consistent, technologically neutral and future-proof definitions both to the consumer privacy protection act and the AIDA within Bill C-27. It should provide definitions for AI or algorithmic systems that are cohesive across both laws, and the definition for AI ought to be technologically neutral and future-proof.

Digital Charter Implementation Act, 2022  Madam Speaker, that is also an important question, because I think what the member did not reference, which I will reference specifically, are the instances where governments used this information. I think that informed consent is an inherent right to privacy and protection. The AIDA must apply to government institutions, given that the AIDA only currently applies to the federal private sector, as government institutions are explicitly exempt from this.

Digital Charter Implementation Act, 2022  Madam Speaker, I am sure the hon. members from the other side are about to take some good notes on the recommendations we put forward. They are probably discussing among themselves how they can improve upon these serious gaps and have some public engagement on this. We are not subject matter experts in this House when it comes to this type of technology.

Digital Charter Implementation Act, 2022  Madam Speaker, I will be sharing my time with the wonderful member forRosemont—La Petite-Patrie. I am grateful for the opportunity to rise today on Bill C-27, which is an act to enact the consumer privacy protection act, the personal information and data protection tribunal act and the artificial intelligence and data act, and to make consequential and related amendments.

John C. Holland Awards  Mr. Speaker, as we gather in our communities to celebrate Black History Month, I proudly rise today, as a past recipient and past co-chair, to recognize the current board members, volunteers and community sponsors of the John C. Holland Awards, hosted annually by the Hamilton Black History Council.

Business of Supply  Madam Speaker, I am going to ask the hon. member to reflect on the fact that we have a Prime Minister who campaigned on stopping for-profit care, but then did just the opposite. He flip-flopped. He called Conservative premiers' for-profit corporate care “innovation”. Even his own MPs have disagreed.

Petitions  Mr. Speaker, the last petition, e-petition 3777, initiated by Henry Evans-Tenbrinke from Hamilton, is in relation to the Australia, United Kingdom and United States military pact and the willingness of the U.S. to sell nuclear submarines and related military technologies to the Australians.

Petitions  Mr. Speaker, I am pleased to rise today to present three petitions. The first petition, e-petition 3974, has been signed by Canadians across the country and highlights the fact that even though cannabis is legal in Canada, far too many people remain penalized for historic cannabis convictions.

Petitions  Mr. Speaker, the second petition, e-petition 3775, has the support of 1,345 Canadians and is an important reminder that there is an ongoing humanitarian catastrophe and illegal war unfolding in Yemen. This petition calls on the government to immediately cancel all active and pending arms deals with Saudi Arabia, prevent any transfers of Canadian-made arms, demand the Saudi-led coalition to end its air strikes and military offensives, apply Magnitsky sanctions to Saudi leaders, significantly increase humanitarian aid to Yemen and expand the group of five sponsorship exemptions to Yemeni refugees.

Business of Supply  Mr. Speaker, I rather enjoy the hon. member for South Shore—St. Margarets. We get along famously. We have ongoing conversations in this House. He talked about the poor Liberal mathematics. I will find some common ground first. I would agree, and I will put this on the table, that we cannot tax ourselves out of climate change and that is a fact.

Business of Supply  Madam Speaker, we had a total of 1,462,795 visits to food banks across Canada last year, 31% of whom were children and 8.9% were seniors. Meanwhile, Loblaws is making record profits. Does the hon. member agree that we should extend the profit windfall tax, which has been applied to banks and insurance companies, to grocery chains such as Loblaws to double the GST and allow Canadians to be able to feed their families?

Business of Supply  Madam Speaker, I listened to the hon. member with great interest. He listed at length all the ways in which he demands the federal government support the social programs and social spending in Quebec, yet when it came time to listing what New Democrats were asking for, he basically dismissed investments in our provinces.

Income Tax Act  Mr. Speaker, it is indeed a pleasure to join the House today from Hamilton Centre in support of this bill at third reading. I extend my sincere congratulations to the hon. member for Essex. We had quite some time joking around about the fact that he got to be an honorary New Democrat while presenting this private member's bill, Bill C-241.

Labour  Mr. Speaker, workers across Canada and Quebec continue to be left out in the cold on picket lines, while their bosses replace them with non-contract scab workers. New Democrats fought to end these union-busting tactics. The member for Rosemont—La Petite-Patrie has already introduced anti-scab legislation.

Committees of the House  Madam Speaker, to be clear, all capitalism is crony capitalism. The question is, does the leader of the official opposition have the courage to expand the scope of this study to investigate all the pigs at the trough, including Deloitte, Ernst & Young, the Conservative favourite PricewaterhouseCoopers, and KPMG?
