Elections Modernization Act  Madam Speaker, why three-quarters of a million dollars is being spent on the process to pick the commissioner, I have no idea. I would have paid for the coffee if the minister wanted to come and talk to us, because we do not know the criteria by which they picked the new debates commissioner.

Elections Modernization Act  Madam Speaker, I thank my colleague for the question. I also have fond memories of that committee and I like to think that we did good work. As far as the debate commissioner is concerned, we do not take issue with the person who was selected or his credentials. We take issue with the process.

Elections Modernization Act  Madam Speaker, normally when it comes to hypocrisy, I would tend to defer to my colleague because he is a bit of an expert on that. I have a whole series of quotes from his lips in this place, saying that the tactic they are taking right now should never be done. The question is: How did we get here?

Elections Modernization Act  Madam Speaker, particularly in the U.S., we have seen the most dastardly forms of trying to suppress certain votes. Sometimes it is done through identification and sometimes it is done through gerrymandering. There are all sorts of tactics that politicians there use, and I would say sometimes politicians here have used.

Elections Modernization Act  That is very interesting. The vote was on October 30, 23 years ago. That is fascinating. I wish I had known that before I started talking because that would have made the point even stronger. It was 23 years ago today. Elections are happening right now in the U.S. The Democrat and Republican databases had been hacked in the last election.

Elections Modernization Act  Madam Speaker, I will speak to the amendment. The New Democrats certainly have no interest in delaying. We have been waiting so long, urging the government to get on with it. The reason the amendment makes sense right now is because of an unusual decision taken by the Prime Minister with respect to by-elections in Canada.

Elections Modernization Act  Madam Speaker, I welcome this debate because the Liberals have finally got on with it and introduced a bill to fix the work done by the previous government, and here I use the term “work” loosely, because that work made it more difficult for a whole series of Canadians to vote.

Elections Modernization Act  Mr. Speaker, I just learned a new expression today. It feels good that we can still learn after all these years. My friend from Elmwood—Transcona just described the Liberal question as an “angry softball” that was just thrown to the Conservatives, because in his vehemence, my friend from Winnipeg North just asked the Conservatives, in an angry way, if they do not support the bill.

Elections Modernization Act  Madam Speaker, I asked a specific question and referenced the Chief Electoral Officer. I can also reference the Privacy Commissioner, the BC Civil Liberties Association, and our European and American colleagues. The justice department in the United States even warned us that we need to dramatically improve our security regime.

Elections Modernization Act  Madam Speaker, I am surprised the friendship between the Conservatives and Liberals broke down. It was actually a deal between the Conservatives and the Liberals to raise spending limits that allowed the bill to get through. It is sad the relationship has fallen on rockier times now.

Elections Modernization Act  Mr. Speaker, talking about respect for the independent officers of Parliament and respect for the Chief Electoral Officer and the commissioner, both of them testified at committee that there are no privacy rules governing political parties in this bill, that there is one deep flaw in this bill, that political parties need to be subject to some sort of privacy rules.

One of the things I have noticed that they cannot tolerate is straight-up hypocrisy. I am looking at the member for Winnipeg North, who has now joined us here.

Elections Modernization Act  Mr. Speaker, the minister is right to point out that Bill C-23, the unfair elections act, is much undone by this bill. We are actually moving amendments to allow for vouching to make more sense, not people just within a polling station but more broadly. I have a question on process, because process matters, of course.

Part of what we are debating here is that simply posting a policy that is not enforceable, that has no teeth to it and no meaning to it is not an exercise that is going to protect our democracy. My friend across the way is a very smart person.

Elections Modernization Act  Mr. Speaker, that is quite a question and it also is not true. We voted against Liberal proposals that we thought would not go the way we wanted to go. We pleaded with our Conservative colleagues to look at all the evidence in front of us with respect to privacy and maybe we should do something about it.
