Telecommunications Act  Mr. Speaker, I am enjoying this Manitoba debate. There are a couple of things I would say. The government, in the last budget of 2021-22, announced about $700 million for cybersecurity. It seems that it is all going to the Communications Security Establishment, which, as I mentioned in my speech, is the government's sort of cybersecurity agency under the Minister of National Defence.

Telecommunications Act  Mr. Speaker, I appreciate the investigative work done by the Bloc Québécois on this issue. We are just learning about the details of this. I am very concerned about the allegations being made, as everyone should be if there is proven to be a connection and it is proven to be true.

Telecommunications Act  Mr. Speaker, the member is also from Winnipeg, so he is a fellow Manitoban. As I outlined it in my remarks, it is not just the Conservative Party. We were alerted to this by every major civil liberties organization in the country. They wrote quite an in-depth open letter with over two dozen different concerns that they had, give or take, so we are using the information we are getting from the organizations specifically tasked with protecting civil liberties and privacy and freedoms of Canadians.

Telecommunications Act  Mr. Speaker, the member's question is quite a technical one. The member does mention China and what it has done. I am deeply concerned about Chinese state-sponsored actors who are conducting espionage and looking to steal data and very important national security information from various government departments and individual citizens.

Telecommunications Act  Mr. Speaker, it is an honour to speak today in the House about Bill C-26, an act respecting cyber security, amending the Telecommunications Act and making other consequential amendments. This is a critical bill, and I am very happy to see the debate being undertaken today in the House.

Telecommunications Act  Mr. Speaker, I thank the Minister of Public Safety for his speech. I have a question about the impact of this bill on Crown corporations that are considered to be critical infrastructure companies. What impact will this bill have on Crown corporations? What are the impacts of this bill on provincial Crown corporations?

Questions on the Order Paper  With regard to the illegal border crossing at Roxham Road: does the government have any plans to shut down the border crossing, and, if so, when?

Public Safety  Mr. Speaker, the Liberal Prime Minister is saying that he is protecting public safety, but the crime rates are skyrocketing in this country. Gang-related homicides have not been this high since 2005. Violent crime is up by a third since he took government seven years ago. Canadians are seeing this every day in the news in our communities, and the Liberals have now brought forward a new plan for fighting crime.

Public Safety  Mr. Speaker, the Prime Minister continues to deny he is going after hunting rifles, but I am looking at the list right now, and it has hundreds and hundreds of perfectly common, reasonable and legitimate hunting rifles on it. Members do not have to take my word for it. They can take the word of the tens of thousands of hunters who have already reached out to MPs in every party across this chamber, including Liberal members with rural Canadian seats.

Public Safety  Mr. Speaker, the Liberal government's record speaks for itself. It is failing to keep Canadians safe. Violent crime does not just happen; it is from failed Liberal policies. It is things like the Liberals' Bill C-5, which would end mandatory prison time for serious gun offences: things like robbery with a firearm, extortion with a firearm and firing a gun with the intent to hit someone with a bullet.

Public Safety  Mr. Speaker, Canada has seen a 92% increase in gang-related homicides since the Liberal government took office. There were 124,000 more violent crimes last year than when the Prime Minister took office in 2015. Those are things like rape, assault and stabbings. Everything the Liberals have done for public safety has failed and made Canada a less safe place to live.

Fall Economic Statement Implementation Act, 2022  Mr. Speaker, I appreciate the member's comments and his reaffirming that the tax increases are going to get worse. Home heating bills are going to get more expensive. We know that the carbon tax has been in place for a number of years now, and it is increasing the cost of home heating.

Fall Economic Statement Implementation Act, 2022  Mr. Speaker, I thank my hon. colleague very sincerely for her question, but if my memory serves, it was Conservatives who brought forward a motion to cut the GST on home heating. The NDP voted against it. Unfortunately, her question does not stand. We called for a GST break so that Canadians could more adequately afford to heat their homes.

Fall Economic Statement Implementation Act, 2022  Mr. Speaker, I am very honoured to put words on the record regarding the Liberal government's fall economic statement. It is arriving at a time that is very critical in Canadian history. We are faced with inflation which is at a 40-year high. Food costs and inflation have not been this high since before I was born.

Fall Economic Statement Implementation Act, 2022  Mr. Speaker, it is wonderful to see my hon. colleague from Manitoba in the chamber doing very well. I appreciated very much his speech. I especially appreciate the very respectful tone he had toward farmers. To be honest, I do not often feel that we are getting the respect that farmers deserve from the government, so I did greatly appreciate the member's remarks.
