Offshore Health and Safety Act  Mr. Speaker, I will point out once again to the member that these are complex regulations and, as I said, they are being tailored to a very unique industry in the offshore in Newfoundland and Labrador. The accord also acts to establish a joint management framework where Canada, Newfoundland and Labrador, and Nova Scotia are equal partners.

Offshore Health and Safety Act  Mr. Speaker, what we are doing today is basically an amendment around a time process to establish the transitional regulations as was introduced previously. We have been working very diligently as a government with Newfoundland and Labrador, and with Nova Scotia, to develop permanent regulations, regulations tailored directly to the offshore industry in those particular regions.

Offshore Health and Safety Act  Mr. Speaker, I thank my colleague for the support the NDP is giving us toward this bill. Obviously, the committee is now being appointed to look at health and safety within the offshore board. We also know that the C-NLOPB is made up of representatives from across the province with different backgrounds and different skill sets who are able to represent the industry and the interests of workers as well.

Offshore Health and Safety Act  Mr. Speaker, it is a pleasure to speak to Bill S-3, which is before Parliament today. As a member of Parliament from Newfoundland and Labrador, this issue is obviously important not only to me as a parliamentarian, but to many across Newfoundland and Labrador. Let me start by saying that, unfortunately, there are many tragic events that shape the history, culture and strength of Newfoundlanders and Labradorians.

Red Dress Day  Mr. Speaker, today is red dress day, a day to honour the first nations, Inuit and Métis women and girls and 2SLGBTQQIA+ people who we have loved and lost. We vow to put an end to this national tragedy that has impacted so many in Canada. The Liberal budget 2021 proposes historic investments to support families and survivors, indigenous partners and governments to support those on their journey to healing and justice.

United Nations Declaration on the Rights of Indigenous Peoples Act  Mr. Speaker, I rise today on a point of order and ask the member for Nunavut to apologize for her comments made on Twitter over the weekend. In response to an indigenous politics post, she said that I am not an Inuk. This member has no right to question my culture or indigenous identity.

In response to an indigenous politics tweet, she said, “Jones is not an Inuk”. I stand before the House today to point out for the member for Nunavut that her domination attitude is the most prevailing one I have heard in some time.

Indigenous Affairs  Madam Speaker, my colleague knows that the process regarding the Baffinland Mary River Mine project proposal is ongoing. In the coming weeks the independent Nunavut Impact Review Board will resume hearings on the project. As was set out in the Nunavut agreement, the NIRB process was established with Inuit and territory partners to ensure the interests of all Nunavummiut were heard and protected.

Volunteerism  Madam Speaker, today I am pleased to honour the many volunteers across Canada and in my home of Labrador. Next week marks National Volunteer Week, and we know in this legislature that it is really the volunteers who keep the pillars of our community strong. That has been magnified more so than ever during the COVID-19 pandemic.

United Nations Declaration on the Rights of Indigenous Peoples Act  Madam Speaker, in all honesty, I would like to see us get rid of the Indian Act overnight, but I also know, in my role and in the knowledge I gained in this department, that it is not that simple. It is an evolving process. It is a process that will require many legislative changes going forward, but it also has to be replaced.

United Nations Declaration on the Rights of Indigenous Peoples Act  Madam Speaker, this legislation is really there to guide a collaborative path forward. We cannot forget that. It is there to build a stronger relationship and provide greater predictability, as well as more certainty, over time. It encourages partnerships in the resources sector and includes industry and indigenous people working together.

I am sharing my time with my colleague from Beaches—East York. I want to emphasize that we are enshrining this in legislation. It is an opportunity for renewed relationships in our country. The declaration itself, despite the naysayers out there, will help all of us chart a clear and more predictable path forward for the future.
