Science and Research committee  Mr. Chair, I think what is important is to look at the threat specifically. I would say that there is a gradation in terms of the different activities and the institutions that are engaged in these activities.

Science and Research committee  Yes, I will, and I'm sure my colleague will also have some others. I think what we have seen over the last number of years are changes, both in terms of tools and in terms of how the government is looking at these issues. If you look at the Investment Canada Act, you will see that there have been changes over the years.

Science and Research committee  The role of CSIS is to advise government on threats to national security. We look at all vectors of how these threats can manifest themselves. We have been more open publicly, specifically about the PRC's activities, but also about other threat actors in terms of the impact on our sovereignty and our security and future prosperity.

Science and Research committee  Mr. Chair, I understand the member's question. In my position I don't make the distinction between a threat or an existential threat. I have said publicly, and I repeat it here, that the PRC, in the context of a threat to our economic security and research security, is by far the most sophisticated actor that we're dealing with.

Science and Research committee  Mr. Chair, I think that's a very valid a point. I would not want to leave the impression that I would have messages in Canada that were different from messages abroad. I think the context of the Five Eyes message, which was unprecedented—it was the first time in history that we appeared in public together—was to essentially send that signal.

It is an honour to join you today and to have the opportunity to contribute to your important discussion on the use of federal funds in partnerships with entities connected to the People's Republic of China.

Procedure and House Affairs committee  I will try to, hopefully, provide a little clarity. The IMU did in fact contain specific names. The July report that I think you referred to was an assessment. The specific names were not included in that. As I mentioned, those names are available if there is a need for someone to know, understand, decide or determine, “Okay, I need to do something with this.”

Procedure and House Affairs committee  When we talk about threats to our democratic processes, political parties are absolutely critical elements. It is very recent, through the work of the security and intelligence task force, the threats to elections task force, that this process has been put in place where there will be people with the clearance to receive classified information.

Procedure and House Affairs committee  I can mention the fact that it has been announced by the Minister of Intergovernmental Affairs that the SITE task force has been stood up for the by-elections that are currently under way. I would say that one of the very needed actions will be to get the report from SITE and then to make those adjustments as required.

Procedure and House Affairs committee  I'll make a couple of points. The first one is that intelligence professionals and the people of CSIS take their work extremely seriously. Those leaks have been damaging to the morale and reputation of the organization. Investigations are ongoing. I really hope that soon there will be information that will be public.

Procedure and House Affairs committee  That question has been raised many times in recent decades. One thing that people don't necessarily know about CSIS is that it has a significant international component. Even though it's a single agency that has been given a very specific mandate, it isn't limited by geographical constraints when gathering intelligence on threats against Canada.

One will be with intelligence reports, raw intelligence and assessed intelligence.
