If we take the example of India, a lot of the services that were closed in India in 2020 have reopened now. Our visa application centres have reopened now. We have Canada-based staff back in all our offices in India.

I should note that in the national interest exemption letters that have been issued, the vast majority have been for technical assistance, I think in the way which the member has described. The other thing is that we are always looking for ways to improve our business, particularly when it comes to Canadian businesses that rely on others to come in and repair the equipment; they're there, and it's part of the essential service.

On the other hand, I think I'll come back with something the minister said. With levels of 401,000 for 2020, it's going to push us in the department to be more innovative and to look at other means and other ways—particularly if the border remains closed—for those who are already here in Canada.

We try to treat all applications fairly as they come through, but program integrity and fraud is a real part of our business. We're looking for things that are robust, incomplete or inconsistent and that really helps us analyze files, I think in a good way.
