Water Resources Management  Mr. Speaker, I rise to speak to Motion No. 249 in the name of the member for Lac-Saint-Louis concerning a water resources management strategy for Canada's freshwater resources. Our Conservative government supports the principle of this motion, as we are committed to sound water management for Canadians.

Canada Transportation Act  Mr. Speaker, I appreciate the opportunity to engage in the debate on Bill C-58, amendments to the Canada Transportation Act. This is really one of a trilogy of bills. This is the third of the three bills which address various issues within transportation. The first bill, Bill C-3, actually addressed the whole issue of bridges and tunnels, making sure government was able to protect the interests of Canadians in ensuring that our bridges and tunnels on our international borders are protected and maintained properly.

Olympic and Paralympic Marks Act  Mr. Speaker, I am a little disappointed to hear my colleague from Burnaby—New Westminster speak about all of the doom and gloom, how terrible things are going to be, and all the budget overruns. I was encouraged by my colleague across the floor, the member for West Vancouver—Sunshine Coast—Sea to Sky Country, because he spoke with great optimism, which is exactly what our government is doing.

Budget Implementation Act, 2007  Mr. Speaker, I want to thank my colleague for his intervention and for his support of this very visionary budget. There is something that puzzles me. I have listened to some of the debate from the Liberal members in the House and what has been notably absent is any discussion about the benefits which Ontario receives under the budget.

Justice Legislation  Mr. Speaker, Canadians are worried about crime. While the opposition claims that our crime rate is going down, Statistics Canada reports that serious violent crime is going up, not down. The murder rate is the highest in almost a decade. Aggravated assaults are up 10%, assaults using a weapon are up 5% and attempted murders are up a whopping 15%.

Income Trusts  Mr. Speaker, I am pleased to participate in the debate, which is an important one. The Liberal member for Scarborough Centre has proposed a motion regarding income trusts. The motion essentially demands that our government's decision on income trusts be reversed and replaced with a 10% tax.

Immigration and Refugee Protection Act  Mr. Speaker, I thank my colleague for his question because he raised an issue that I was hoping to raise in my initial speech but did not get around to it because of time constraints. My colleague is right. Canada has an opportunity to be perhaps a beacon of hope around the world.

Immigration and Refugee Protection Act  Mr. Speaker, this bill, of course, is not a migrant worker bill. This bill actually closes a loophole or a gap in our laws that address the issue of temporary worker visas for those who come from other countries. Under the current legislation, which was not changed by the previous government to close this particular loophole, the minister has a positive discretion to allow people to come into Canada.

Immigration and Refugee Protection Act  Mr. Speaker, I thank the member for recognizing the Mennonites and the role they play in Canada. I happen to be a Mennonite. I do not know if the member knew that, but I am. I understand very well the issue of the Mennonites who left Canada and went to Mexico. I understand this particular issue.

Immigration and Refugee Protection Act  The member across the way says the bill is too skimpy. It is one small but significant step in the right direction. The bill does exactly what the motion of my colleague from Winnipeg did, which was to ask this House and governments across Canada to support efforts to stop the trade of human trafficking.

Immigration and Refugee Protection Act  Mr. Speaker, I am pleased to have the opportunity to join in this important debate on Bill C-57, An Act to amend the Immigration and Refugee Protection Act. First, I thank my colleague, the hon. Minister of Citizenship and Immigration, for having the foresight and integrity to propose this important and badly needed amendment.

Memorial Cup  Mr. Speaker, Canada has a new Memorial Cup champion. This past Sunday the Vancouver Giants beat the Medicine Hat Tigers by a score of 3-1 to win the 89th MasterCard Memorial Cup Tournament. The game was not settled until Michael Repik scored the winning goal with less than five minutes to play.

Justice  Mr. Speaker, last week this country was yet again gripped by another school shooting. A young boy of 15 was senselessly shot and killed and another school was placed under a lockdown order. Can the Minister of Justice tell the House what our government is doing to address these needless tragedies?

Criminal Code  Mr. Speaker, I appreciate my colleague's comments but I was somewhat disturbed with his approach to Bill C-10. He has acknowledged that the perception among Canadians is that we have a crime problem and, quite frankly, I concur with that perception. I believe there is statistical evidence to support that.
