Canada-Panama Economic Growth and Prosperity Act  Mr. Speaker, I am pleased to stand today in the House and speak to Bill C-24, the Canada-Panama trade agreement. The full name is an act to implement the free trade agreement between Canada and the Republic of Panama, the agreement on the environment between Canada and the Republic of Panama and the agreement on labour co-operation between Canada and the Republic of Panama.

Foreign Investment  Mr. Speaker, tens of thousands of Canadians have written to parliamentarians about the Canada–China investment agreement. They are seeking consultation, caution and transparency on this new deal. However, yesterday the Minister of International brushed off these concerns. He said that this FIPA is similar to other agreements, but it is not.

Foreign Investment  Mr. Speaker, the Conservatives have had 21 days to schedule debate in the House and they have failed to do so. They control the agenda in the House, not us. I now have a question for the chair of the international trade committee. This deal needs review by experts, provinces, business leaders and stakeholders.

Foreign Investment  Mr. Speaker, misleading spin does not change the fact that the minister is rushing a risky deal with China. Unlike Conservatives, New Democrats believe in consultation and transparency. This agreement could cost taxpayers billions of dollars, and it will last for at least 31 years.

International Trade  Mr. Speaker, a Conservative trade policy that raises drug costs to Canadians from $2 billion to $3 billion a year is not the kind of trade policy that Canadians want. I notice that my hon. friend did not say a single word to refute that. The government refers to its record on trade with an air of pride.

International Trade  Mr. Speaker, I rise tonight with regard to the comprehensive economic and trade agreement with the European Union, or CETA. Specifically, I will follow up on a question I asked in the House following a leaked Health Canada report that suggested that the government may consent to provisions in the CETA that would raise the price of prescription drugs in Canada.

Strengthening Military Justice in the Defence of Canada Act  Mr. Speaker, it is always interesting when the government pivots off to another issue instead of addressing what are really the square and central problems and issues of a particular piece of legislation. I never heard the member provide the government's response to this. Currently, a conviction of a service offence from a summary trial in the Canadian Forces may result in a criminal record.

Strengthening Military Justice in the Defence of Canada Act  Mr. Speaker, one measure we can take to strengthen the complaints commission process is to protect complainants from being penalized for submitting a complaint in good faith. This is known colloquially as whistleblower protection. It is something that the government and provincial governments across this country have been slow to embrace.

International Trade  Mr. Speaker, it took 18 years to negotiate a trade investment deal with China but Conservatives want it approved in 21 days. They refuse to bring it before the House for debate, a vote or input from Canadians. Trade with China is important for our economy if it is done right. However, Conservatives are proving to be incompetent negotiators.

International Trade  Mr. Speaker, the problem is that the Conservatives pursue an extreme, ideological approach to trade and they do it incompetently. Under the current government, we have gone from a trade surplus of $26 billion, when the Conservatives took office, to a deficit of $50 billion today.

International Trade  Mr. Speaker, a few months ago I rose in the House following the tabling of a so-called human rights impact assessment with regard to the Canada-Colombia Free Trade Agreement. I say “so-called” because the report was absolutely devoid of any assessment of the effect of the free trade agreement on the human rights situation in Colombia.
