Canadian Environmental Assessment Act  It is my view that funds should come from existing environmental department budgets and that the budget should not be expanded simply to satisfy the amendment. This type of funding can easily be subject to abuse. Therefore it requires clear guidelines with minimum and maximum amounts established. Distribution of funds must be fair, equitable and reasonable. In terms of accountability, recipients of funding must have clear guidelines to prevent misuse of funds and to ensure taxpayers' dollars realize maximum benefit.

Ethics  When I looked at the guidelines I gave all ministers in November when they accepted their appointment, as I explained in my speech earlier this afternoon, a very clear distinction was made. Communications with judges are forbidden; the guideline was quite clear in this respect. In the case of quasi-judicial bodies which themselves very often invite the views of all kinds of people before reaching a decision, we had a different rule.

Ethics  Mr. Speaker, in the case of the Minister of Canadian Heritage, I made it clear last week that when he was informed that it was interpreted as a supporting letter, although he as the minister did not want to support the application, he himself took the initiative of writing to the parties concerned and made it clear he did not intend to support any applications before the CRTC.

Canadian Environmental Assessment Act  The long delay before the proclamation of the bill was due to the need to draft the regulations required to implement the act, and also to the desire of the current Minister of the Environment to introduce the amendments which we are now examining at second reading. Following all these changes, it is clear that the current centralizing vision does not agree with the original legislation tabled by our leader when he was Minister of the Environment. In an article published in Le Devoir on April 1, 1992, Mr.

Public Finances  I agree with him totally about what must be done, namely, drawing up a federal-provincial master plan with very clear objectives of consolidating public finances at both levels of government. I can also tell him that the provinces have made a lot of progress, with one exception, perhaps, and that the federal government is now on the right track.

Refloating The Irving Whale  It is unfortunate that the Bloc is obstructing. One thing is clear: the Magdalen Islands RCMs are on my side, because they want the Irving Whale to be refloated.

The Economy  Once again for the good of Canada, for the good of the global market, when will this finance minister-if he is not capable, step aside-present a budget that is clear, that sets out a target as to when we will be at a zero deficit? When will he quit adding to the problem and quit playing his games with our future?

Federal-Provincial Fiscal Arrangements  In this case the question to be asked is are the interests of Canadians being served well? The record is clear. The country we have created is the proof. As the federal government we have been serving Canadians right. There are some fields where the powers of the various levels of government must be reassigned.

Federal-Provincial Fiscal Arrangements  Speaker, we have heard a great deal of discussion in the House in the last few days about democracy. One clear responsibility of a democratic system is to respond to the desires of people as they express them at the ballot box. In the last election in 1993 this party put forward a proposal for assistance to the provinces to enhance child care.

National Unity  I ask the intergovernmental affairs minister, in this period prior to the next real confrontation with the separatists, what is the government going to do to make the real consequences of secession crystal clear to every Quebecer?

National Unity  Since over 30 per cent of yes voters thought they could keep all the benefits of Canadianism and vote for separation, will the government begin to spell out the Canadian position on terms and conditions of separation in order to make the negative consequences of separation clear to every Quebecer?

National Unity  The Reform Party will also pursue a second stream intended to outline a formal Canadian position on the terms and conditions of separation if ever necessary. Such a position will make crystal clear to all concerned exactly what trials would be involved should the separatists ever attempt to lead Quebec out of Canada. By outlining a more attractive vision-

``On To Ottawa'' Trek  As a state, as a country claiming to be one of the most democratic in the world, with highly interesting democratic practices we can boast of to others, we still have a number of lessons to learn from these examples, which must drive us to ensure that our police forces have very clear mandates and proper training to deal with the situations that arise. They must obtain mandates from a judge in special situations, so that such excesses never occur. I think we can say, with hindsight, that these young men-for it was mainly young men in these work camps-represented in some way the future of Canada at the time the strike took place.

``On To Ottawa'' Trek  While it may not mean much in terms of individual compensation for the agony suffered by those people who lived through the Depression, it would certainly be a first step on the road to clearing the record". This is quoted from the Commons debate of October 7, 1985, when the present Deputy Prime Minister supported an official apology to the trekkers and the citizens of Regina.

Department Of Health Act  I thank him for giving me the opportunity to say that no, I do not support a United States style health care system. Neither does anyone else in the Reform Party. Reform members have made it very clear that we support medicare plus which is a lot different. Sweden uses a similar system. I can also give an example from New Zealand of my 82-year old mother who needed a cataract operation.
