Employment Equity Act  By making reference to this evidence it is not my intention to disavow the existence of racism and discrimination. Instead I wish to make clear that discrimination and gender alone are not enough to explain the vastly dissimilar outcomes different groups experience in the course of their lives. Culture, religion and family patterns are other reasons which keep people out of certain occupations.

Employment Equity Act  The conference board finding related to culture was of significance because organizations which implement interviewer training considered it a particularly effective measure in raising employment levels for designated groups. I have made it clear that employment equity is not about introducing discrimination. It is not about reverse discrimination in the workplace. Rather, employment equity is about providing opportunities by removing barriers and establishing policies and programs to address the needs of designated member groups.

I would like to take the opportunity to clear up some of the misconceptions that have been stated by the Reform Party. I want to put on the record that our legislation specifically prohibits the imposition of quotas. Another fundamental difference is that Bill C-64 takes a unique human resource planning approach.

Social Security Programs  This has not progressed us very far along the way in actually dealing with the problems of either social programs or the economy or the deficit. It is clear, in spite of the government's attempts to hide this fact, that deficit reduction is a serious element or a serious component part of this so-called review. I would suggest that deficit reduction drives the social security review in the way it has been driven over the last 10 years.

The Environment  I was able to watch the different processes, the round tables, the square tables, the oval tables. It was open and transparent. However, it became very clear to some people at the table that the process was not going to solve their problem, so they walked away from the process. We need to have open, clear dialogue. We have to realize that if the agenda of particular people is not going to be solved and they walk away from the table that the government is going to have to step in.

I am giving you some very clear proposals and I will explain them. Let us take a closer look at these proposals. The first one is to create a public supervisory commission. Among other things, this commission would submit monthly reports on all government contracts that go through the department.

Since there are no uniform rules, no limit on the use of outside resources, contracting-out is taking place in an unhealthy and vague environment.
