Instruction to Committee on Bill C-2  Mr. Speaker, I appreciate hearing my hon. colleague's comments on this. I appreciate that the Conservatives and the NDP look at the TFSA from different viewpoints, and that is fine. We in the NDP have always said that we do not want to get rid of it; rather, we want to bring the limit back to a reasonable level.

Air Canada Public Participation Act  Madam Speaker, I appreciated listening to the member's speech, especially his recounting of the Prime Minister's quotes in 2012. At that time, the Conservatives were in power. I would argue that the Liberals will do something worse now, because they actually will change the act, whereas the Conservatives just refused to uphold the act.

Canadian Organ Donor Registry Act  Madam Speaker, I would like again to offer my congratulations to the member for Edmonton Manning for bringing forward this legislation. I am proud to be one in the long line of New Democratic Party members of Parliament to speak in favour of this issue over the years. It is absolutely crucial that we support the creation of a pan-Canadian registry for organ donations in collaboration with the provinces and territories.

Canadian Organ Donor Registry Act  Madam Speaker, I congratulate the member for Edmonton Manning for bringing forward this legislation. It is a wonderful bill. However, I have a question for him. In 2014, the NDP supported removing the ban on certain organ and tissue donations made by men who have sex with men. Efforts to create a national registry, we believe, should go hand in hand with efforts to remove this unscientific discrimination and replace it with a science-based behavioural screening process.

Sarah Beckett  Mr. Speaker, this is the first opportunity I have had to rise in the House since the terrible car accident that took the life of Constable Sarah Beckett of the West Shore RCMP detachment in the early morning hours of April 5. I want to thank the hon. member for Vancouver Quadra for her kind words earlier this week.

Air Canada Public Participation Act  Mr. Speaker, I will start by making a few comments. Air Canada is a private corporation. Everyone in this House acknowledges that, but it is a unique company in that it was privatized in 1989, and it is in the unique position of having inherited many assets that were paid for by the taxpayer.

Air Canada Public Participation Act  Mr. Speaker, my hon. colleague chose to use words like “efficiency”, “flexibility”, and a “changing” environment in her speech. It is the same old discourse we hear time and time again in neo-liberal arguments: that corporations must remain competitive in a dangerous time, and we have to give them carte blanche to basically move their operations out of Canada to a cheaper jurisdiction.

The Budget  Mr. Speaker, as a fellow British Columbian, I am very interested to hear the comments of my colleague, the member for Vancouver Centre, on BC Ferries. It was noted in a news article last year that Atlantic Canada's ferries are subsidized to the rate of 350 times more than BC Ferries, and BC Ferries is, arguably, the largest ferry system in the world.

The Budget  Mr. Speaker, as to the why, I am not sure I can answer that question, but it is a real disappointment. We have heard far less than satisfactory answers in the House from the Minister of Agriculture . They have been short, almost one sentence answers that gave no detail. As the member pointed out, farmers in the supply management business really do have some legitimate questions.

The Budget  Mr. Speaker, the member will find no argument from this particular section of the House on the need for infrastructure funding. As I alluded to in my remarks, we have been wandering through the desert for quite some time. I will agree that the Liberal budget does include some much-needed funding for infrastructure, but it is the other parts that I really wanted to hammer home.

The Budget  Mr. Speaker, before I begin, I want to let the House know that I will be splitting my time with the hon. member for Abitibi—Baie-James—Nunavik—Eeyou. We have all been waiting for this budget for some time now, and I am honoured to stand in the House today to speak to it. Listening to ministers speak about this budget, Canadians have to sit through endless and effusive hyperbole that is liberally filled with both bombast and pomposity.

Situation in Indigenous Communities  Mr. Speaker, earlier my colleague from Timmins—James Bay told the House that the greatest resource in Canada is not oil. It is not our metals, our forestry, our fish, or our agriculture. It is our children, and our children's greatest resource is hope. It is that wholehearted optimism about positive outcomes, that special way that children seem to approach each day as they wake up.

World Water Day  Mr. Speaker, New Democrats strongly believe that access to clean water is a human right. In 2010, the United Nations General Assembly recognized that clean drinking water and sanitation are essential to the realization of human rights. Today is an opportunity to recognize and learn more about water-related issues, to be inspired to tell others, and to take action to make a difference.

Citizenship Act  Mr. Speaker, I would like to express my thanks to my colleague for his well-received speech in this House. I took some time to go through the Criminal Code of Canada, specifically section 83. It is a very lengthy part of the Criminal Code. For those who are not aware, that is the section that deals with terrorism.
