Borrowing Authority Act, 1994-95  We were presented with a budget document on February 22 which shows a fundamental change in the attitude toward the future of the country and shows the government means what it says and says what it means. The address was a triumph of reality over rhetoric and it laid out in clear and concise terms the direction the minister and the government wishes to take the country. As has been said in the last couple of hours that I have been listening, everybody knows the state of our financial affairs.

Borrowing Authority Act, 1994-95  The deficit will be reduced from the current $45.7 billion to $39.7 billion in the 1994-95 year and $32.7 billion the year after that. The measures in the budget set us on a clear path to achieve our interim deficit target of 3 per cent of the GDP within three years. The budget delivers on many of the promises set out in the red book. It has laid the foundation to deliver on more.

Borrowing Authority Act, 1994-95  The deficit will not go down. It will not reach 3 per cent of GNP by the end of this government's mandate. It is clear the government has missed the boat. Like Tory ministers Wilson and Mazankowski, the government is depending on a putative increase in tax revenue to deal with the deficit, while the only way to reduce the deficit in the short term and eliminate it in the medium term is to make drastic cuts in government spending.

Borrowing Authority Act, 1994-95  In the context of the last budget, I think that it is important to see that, with this wage freeze, we are in fact protecting the job security of our civil servants. It was a hard move to make, but given the context, it was clear that cuts were required not only in government programs, but also in operating budgets. To compensate for wage increases, we would have had to reduce the number of employees in the Public Service.

Borrowing Authority Act, 1994-95  I take this example of military expenditures because it involves literally over the years billions and billions of dollars; in fact $7.4 billion over the next five years. It is much more important for a government to have a clear idea of its long-term views and priorities so that it can make reductions in expenditures or reductions in waste that will permit the country to meet its long-term need for fiscal responsibility and to better use its money.

Borrowing Authority Act, 1994-95  It listened to Canadians and for the first time in Canadian history the federal budget was developed through public consultations. From the feedback I have received the end result of these consultations was quite clear. The 1994 federal budget is good for the people of Perth-Wellington-Waterloo and I strongly believe it is good for Canada.

The Budget  My colleague, the hon. member for Nanaimo-Cowichan, who was upset by the lack of response by the minister to my question, was prompted to pose the same one later in the question period. The minister, when asked to provide a direct, clear answer, once again avoided the question. He said: "I am sure, Mr. Speaker, that the Reform Party does not hate Indians", but he did not deny or admit saying to a group of aboriginal people that the Reform Party hates Indians and they want to be seen as the defender of the white man.

The Budget  Speaker, I must point out as a Franco-Ontarian that during the 1960s and 1970s, I had a chance to learn a second language. I learned another language, and I want to make this clear to the hon. member for Nanaimo-Cowichan, thanks to the institution of bilingualism. During my school years and when I was employed in the private sector- I had an opportunity to work with several large firms in this country which acknowledge readily that official bilingualism is a lot easier when you put, for instance, English on one side of the Kellogg's box and French on the same side.

The Budget  It is critical that over-regulation is eliminated before cuts are made. At a conference I attended last weekend farmers made it very clear they do not want farm subsidies to continue indefinitely. They called for a massive reduction in government regulations to be followed by spending cuts. I hope the parliamentary secretary to the Minister of Agriculture, who also attended this conference, was listening carefully.

The Budget  I have a bit of a problem with the position he took with regard to the military. I think it is very clear that as the budget came down, the finance minister and the minister of defence had a mandate to reduce expenditures and costs. Certainly there is a review of the military and that is extremely important as well.

The Budget  Everyone can see that you are cutting benefits. Everyone can see that you are getting ready to cut social assistance. That is clear from your budget. It apparently contains measures for businesses. As we said before, Mr. Speaker, the Auditor General of Canada clearly demonstrated that Canadian corporations were hiding millions of dollars in international tax havens.

The Budget  When we know that, in Canada, we had to wait one hundred years for Supreme Court decisions allowing us to have French schools in some Western provinces and that we must still go to court to be able to preserve that, I think it is very clear that bilingual education in Canada does not have any future. You will have to walk all over us before you can impose the closing of the Collège militaire de Saint-Jean. You can be sure that the entire Quebec population will be behind us.

The Budget  They are always making the same comments and every government measure is invariably taken at the expense of the poor and the unemployed. It is clear to me that they have not read the budget and I will simply give you an example to illustrate my point. As regards unemployment insurance, we clearly stated that women with children are going to benefit from the new system to be put in place.
