The Economy  Speaker, those are pretty harsh words coming from someone on the Liberal side, which actually lost the last election because the Liberals ran an election on a carbon tax that would have cost Canadians billions of dollars. The leadership of our Prime Minister will take us through what we all know will be some difficult times. We are looking forward to our finance minister giving us an update on Thursday as to where we are going.

On the use of carbon tax in your modelling or your projection, I looked through the bill again just to remind myself. Is carbon tax put forward as one of those mechanisms in Bill C-377?

Environment committee  It's actually closer to 80% of the sectors that are putting out carbon dioxide. Certain things aren't captured very well by carbon taxes, aren't affected very much by carbon taxes, and this is where I think there is a real need, at least in that case, for regulations for things like vehicle fuel efficiency, buildings, and much higher standards for efficiency for appliances, for example.

Environment committee  You can design a carbon tax or a cap and trade system in many different ways and, if you wanted to, make it completely revenue neutral from a government perspective. You reduce other taxes. You can also use some of that money to invest in the emission reductions we need elsewhere, like retrofitting buildings, or putting more money into transit, which we have a consensus needs to be done.

Resumption of debate on Address in Reply  They have all the confidence in our Prime Minister, not the Liberal Party that wanted to put in a carbon tax and talked about taxing people. Then the Liberals were saying it was going to be revenue neutral and there were going to be tax breaks. When did taxes become revenue neutral? We know from past experience, no taxes are neutral.

Carbon taxes are comprehensive. They cover the entire economy. They are widely regarded as the most efficient policy approach.

Environment committee  That's what the market recognizes. Personally, I take a leaf out of the EU book. The EU thought about a carbon tax. They decided not to go that route. They decided to use a cap and trade instead. The difference between the two is that with a carbon tax you essentially set the price of carbon and let that determine the level of emission reductions.

Natural Resources committee  The idea is not to change the genetics of trees, but simply to choose specimens that grow more quickly and then to produce seedlings, young plants to improve growth performance and therefore produce a tree that presents better characteristics, not only physically, but also growth-wise. This is being done throughout Canada for major species such as black spruce, white spruce, Douglas fir, alpine fir, etc. There are certain species that we call high-end, like the hardwood in your region. In this area, maple and oak come to mind. These are species that have a very long life span; in some cases, these trees can live for a 150 to 200 years.

International Bridges and Tunnels Act  We are demanding that a code of conduct would apply to such directors and officers. Finally, the terms of ownership of the corporation would be spelled out in black and white for all Canadians. We went further to protect Canadians. It is reflected in the bill that we believed then, as we do now, that the government should be in a position to revoke letters patent of incorporation that had been previously granted.

Federal Accountability Act  They were reviewed, debated and endorsed by the Standing Committee on Access to Information, Privacy and Ethics. Then the Conservative Party, which was in opposition at the time, put that in black and white in its election platform, that the whole open government act would be included in the accountability act as the first act of a new Parliament if the Conservative Party formed government, but it has not included that.

It is written in black and white: A Conservative government will... Implement the Information Commissioner's recommendations for reform of the Access to Information Act. That commitment was made in November.
