Criminal Code Speaker, I appreciate the comment and I too like to make my decisions based on evidence. Things are not black and white. We are seeing a government that is focusing on giving simple messages as opposed to looking at the detailed study. Let us hear from those people who have done the studies, such as the academics, if there is research work.

Finance committee By just imposing a carbon tax, all that's going to happen is that the consumer's going to pay in the end. I just don't see how that's going to help at all. That would have been the solution, I think, three or four years ago, but there's technology out there that can encourage polluters to reduce their emissions.

Public Accounts committee It seems to me, at the very least, given that we're the public accounts committee—this is where the accountability happens—this is one where we should be calling them in and asking them why: Why did you just make straight-up decisions, black and white, that cost the Canadian taxpayers $110.9 million wasted dollars that didn't need to happen? Why? We owe it to the Canadian taxpayers to ask that question. If I can, I would make a pitch to include the issues around first nations again, simply because this does seem to be a pattern.

Bill C-2 (39th Parliament, 1st Session) committee You brought it forward as an example to the ethics and information and privacy committee. It endorsed it. The Conservative Party put it in black and white in its election platform, as it spoke about it being a key part of the Accountability Act, which would be the first legislation the government brought forward if it was elected. It was elected, it brought forward an accountability act, and it didn't have the open government act in it.

Finance committee Do we need new taxes to meet the environmental challenge, and particularly, do we need a carbon tax? I don't think so. I can't help thinking a carbon tax would do little more than make ordinary people walk, as gas prices skyrocket, while the privileged continue to drive. In the area of health care, we need to expand our national health care program into the areas where we have significant opportunities for cost savings.

Procedure and House Affairs committee It is easy to give a 46 per cent discount on an article when the price is inflated. In another forum, I had demonstrated in black and white that the prices were inflated. Mr. Chairman, Mr. Desroches will probably answer my next question at the appropriate time and place. Transportation costs need to be taken into account as well.

Finance committee It is an interesting analogy because those folks who sit on the opposition side of the House, when it comes to our justice legislation, don't seem to agree with your analogy that you make with respect to the carbon tax on the environment. It's an interesting dichotomy that I will continue to ask them to clarify. I certainly do appreciate the comments. Ms. Taylor, a couple of questions. You may have mentioned it,and I apologize if you have, but you did in fact write the Liberal carbon tax plan, if I'm correct.

Federal Accountability Act We are in the theatre of the absurd here where the crucial grey areas of counsel, the areas between partisan and non-partisan, become black and white, but black is really white and all can be fixed to avoid a five year ban with this letter from a minister or minister of state. There is also a disparity between rhetoric and reality as it relates to the Ethics Commissioner's interface with the public.

Royal Canadian Mounted Police Speaker, the Conservatives promised to reopen the RCMP detachments that were closed in Quebec by the former government. They made that promise before and during the campaign and it is in black and white on page 26 of their election platform. Does the government intend to keep its promise and reopen the RCMP detachments?
