Protecting Canadians from Unsafe Drugs Act (Vanessa's Law)  Mr. Speaker, first, I served on the justice committee, one of the committees I quite enjoyed working on, when it considered the not criminally responsible legislation. We actually took amendments from both the New Democrats and the Liberals where they made sense. If we can all agree that this is good legislation, a good first step, as one member said, is to take it to committee and put forward common sense amendments that would improve the bill.

First of all, this is at second reading. I believe we should swiftly send this piece of legislation to the committee so that we can have a thorough examination.

Protecting Canadians from Unsafe Drugs Act (Vanessa's Law)  Mr. Speaker, I will be splitting my time with the member for Lambton—Kent—Middlesex. I am pleased to speak today on Bill C-17, which proposes to amend the Food and Drugs Act to better protect Canadians from potentially dangerous and unsafe drugs. Over the past three years I have served on the Standing Joint Committee for the Scrutiny of Regulations and have come to appreciate first-hand the importance of regularly reviewing and carefully scrutinizing regulations in our legislation.

I certainly appreciate my fellow member from British Columbia, but I think he has gone off topic as far as pipelines, et cetera. I think he should be keeping in mind that this chamber is addressing the legislation that is before us, not other issues that may be quite important to the member but not necessarily pertinent to the issue here, so it is on relevance—

Fair Elections Act  Mr. Speaker, there has been a lot of unparliamentary language here today, such as accusing other members of being untruthful. That is the same as accusing the hon. member of lying. No one gets into public service and stands in his or her spot here to try to distort anything. If the members have questions, they should supplant them and not try to smear a minister or any member of this House.

Fair Elections Act  Mr. Speaker, I would like to ask the minister a question in regard to this. Obviously, I was one of the members in an almost unanimous vote to make sure that the Chief Electoral Officer had the powers at his disposal to deal with any questions or issues with respect to illegal robocalls or someone impersonating an elections official.

Foreign Investment  Mr. Speaker, while I can appreciate that the member has a certain interest in making sure that his riding can fully participate in the economic and social well-being of our country, there are many regions that would like to see investment. There are many regions that would like to see government programs and those kinds of things come in to help that riding or region to grow and prosper.

Democratic Reform  Mr. Speaker, I appreciate where the member is coming from. He obviously feels that this particular proportional representation proposition is supported widely by the New Democrats. I have not heard any New Democratic members come forward with that. However, that is their business to decide.
