Canada-Panama Economic Growth and Prosperity Act  Madam Speaker, certainly I can list countries that I think Canada should be pursuing agreements with. These would be countries that are world leaders with respect to the environment, labour standards and human rights. Countries like Sweden, Norway or Denmark would be a good start.

Financial System Review Act  Mr. Speaker, I want to share my colleague's comments that it is really a stretch to watch the Conservative government stand in the House and claim credit for the banking industry's strength over the last recession. It was the Conservative Party members in the 1990s who pushed for deregulation, bank mergers and the ability of banks to sell other financial products.

Protecting Canada's Immigration System Act  Mr. Speaker, parliamentarians on this side of the House will never support a bill that would jail children. The government thought that was a good idea, to bring forth a bill that would jail refugees, men, women and children, for up to a year. The government has made one change and will now only jail children who are 16 or 17 years old.

Protecting Canada's Immigration System Act  Mr. Speaker, of course the UN convention on refugees, which Canada is signatory to, does require every signatory to provide an initial assessment of every refugee claim. Therefore, Canada, in doing that, is doing nothing more than meeting its international obligations. One of the major criticisms by many of this bill is that those who come from designated safe countries would not have access to an appeal to the refugee appeal division, whereas people who come from countries that are not so designated would.

Protecting Canada's Immigration System Act  Mr. Speaker, a number of lawyers gathered at a news conference and pointed out a number of flaws with this bill. I will just ask the member about one in particular, the mandatory detention for up to a year without review of those designated by the minister as irregular arrivals.

House debate  Mr. Speaker, I would like to raise a point of order concerning the Standing Order 31 stated by the member for Calgary Northeast. On March 18, I participated in a community march in Vancouver to mark March 21, which was the international day for the elimination of racism. Dozens of groups participated along with a thousand citizens from all walks of life with one purpose, which was to demonstrate support for equality and tolerance.

Protecting Canada's Immigration System Act  Mr. Speaker, the Minister of Citizenship, Immigration and Multiculturalism continually says that Canada exceeds our obligations of international law by simply giving a refugee claimant a hearing. Under the 1951 refugee convention, host countries have the obligation to assess the claim of any asylum seeker who reaches their territory.

Protecting Canada's Immigration System Act  Mr. Speaker, I must say how shocked I am to hear the misinformation that is coming from the government side, first from the member and, prior to that, from the Minister of Immigration who has referred to people who come to our shores by boat as illegal. That is false. International law recognizes that refugees can land at another country's border without a visa if they are escaping persecution.

Protecting Canada’s Immigration System Act  Madam Speaker, I would like to ask three questions of the minister. First, the minister and the government introduced Bill C-4, the human smuggling component that is rolled into the omnibus bill, back in June of last year. If this bill is so important and urgent, why has the government withdrawn that bill and slowed down the process and now rolled those exact same provisions into this new bill, setting back the progress.

Safer Railways Act  Mr. Speaker, it is my understanding that the committee has been working very well because members from all parties are getting informed on the subject matter. They are making positive suggestions and the government is listening. Again I want to commend the government for listening and taking those amendments into account.

Safer Railways Act  Mr. Speaker, absolutely the minister should continue along the path he set which is a very analytical and studied way to improve rail safety. That would include positive train control. I note that both Canadian National Railways and Canadian Pacific are very healthy financially.

Safer Railways Act  Mr. Speaker, I will be sharing my time with the hon. member for Notre-Dame-de-Grâce—Lachine. It is a pleasure to speak to Bill S-4, the safer railways act. I would like to reiterate the comments I made this morning. Very often the opposition stands in the House and criticizes the government, as is our job to do and as is very often necessary in this place.

Safer Railways Act  Mr. Speaker, it is a rare opportunity to stand in the House and congratulate a minister and a government on what is an excellent piece of legislation and, more importantly, that follows a process that has gained the buy-in of industry, labour and government. If we are going to stand and make criticisms in the House when things do not go the way we want, then it is important to also stand and congratulate a government when it does something well.
