Business of Supply Mr. Speaker, I appreciate the sentiment, but let us focus on what the question is at hand. When we have an election and someone is named prime minister, that person represents the Government of Canada and whoever decides to go on an official Government of Canada delegation is decided on by that person and his or her staff.

Business of Supply Mr. Speaker, I rise to speak on the motion by the hon. member of the opposition. I think it is important to be clear on what this motion is actually proposing. The motion is not attempting to prevent the Prime Minister from using the Challenger aircraft for security reasons, although some have suggested that it is.

Business of Supply Mr. Speaker, I will first comment on the member's last discussion on the Senate. As far as I can see, having elected senators retire and then be replaced by elected senators is a very good thing, because it brings accountability to the Senate. What I hear from Canadians is they want more accountability.

Protecting Canadians from Online Crime Act Mr. Speaker, I honestly think all of us would agree that we need to take steps to make sure our children are being protected, particularly on the Internet. The bill does offer a variety of different means, and I know the minister has been very hard at work consulting with victims and their families, as well as law enforcement.

Canada-Honduras Economic Growth and Prosperity Act Mr. Speaker, I thank the minister for his work on this particular file. Last week we had a meeting of parliamentarians—a reception, actually—based on our efforts to establish further ties with the Americas. It seemed that all parties want to see further ties with that part of the world.

Business of Supply Mr. Speaker, I want to express my strong support for this motion. My question for the member across the way concerns what the motion says about disclosing expenses. It says that this will reflect the guidelines used by the government for proactive disclosure of ministerial expenses.

Privilege Mr. Speaker, that is a line that each individual member has to draw. We have to weigh what is before us. We have to make a decision based on the motion before us and then move on. That is important to our democratic process. I really value the statement the member's mother made, to err is human but to forgive is divine.

Privilege Mr. Speaker, I certainly appreciate the sentiment. As I said earlier, members have to take into consideration what they feel is the best way to proceed. On the prima facie case, let me turn now to the work of a former law clerk, Joseph Maingot, author of Parliamentary Privilege in Canada, Second Edition.

Privilege Mr. Speaker, I understand that he brings the human element to our job. We have so many issues thrown at us, we have to ask ourselves where we are going. We debate many things in this place that are important to Canadians. Obviously, members representing the facts as accurately as possible is absolutely important, but again I go back to the point I made in my speech.

Privilege Mr. Speaker, obviously the member in question rose in his place and gave a sincere apology, not just to the member opposite and not just to everyone in this place but to all Canadians. This is the consequence of the member rising, giving information that he later regretted, and apologizing for it.
