National Defence  Mr. Speaker, before I ask my question, I want the Parliamentary Secretary to the Minister of National Defence to know that it is not our intention to jeopardize the safety of our troops. I just wanted to know whether the troops are in combat or not. Speaking of secrets, out of nostalgia, the Liberals recommitted us to peacekeeping missions, but we are being kept in the dark about that commitment.

National Defence  Mr. Speaker, the Liberal government's lack of transparency is troubling. Yesterday, the minister did not rule out a possible extension of the mission against ISIS. When we extended the mission in Syria, we put it to a vote in Parliament and the Liberals opposed it. Now that they are thinking of extending the mission in Syria, will they put it to a vote in Parliament, or will they continue to operate in secret without informing Canadians?

National Defence  Mr. Speaker, I think the Parliamentary Secretary to the Minister of National Defence should change his answer as his notes are not up to date. Last month, we learned from the Canadian forces leadership that the mission had evolved. It has changed, but the government has kept this information from Canadians, who still do not know exactly what our soldiers are doing in Iraq.

National Defence  Mr. Speaker, I think that the safety of our soldiers is more important and that Canadians should be informed. The government is very tight-lipped about what our soldiers are doing in Iraq. Our Kurdish partners, in contrast, do not seem to have the same sense of restraint. Kurdish news station Rudaw broadcast images of Canadian soldiers on the front line during the Mosul liberation operation.

National Defence  Mr. Speaker, the offensive to retake Mosul from ISIS began this week. We would have liked to see our CF-18s support the assault by the peshmerga, who are leading this offensive. Almost 200 Canadian soldiers are on the front lines. We will have to find out from the United States, which has a more transparent government, what their role was.

National Defence  Mr. Speaker, as my colleague said, we held more than 50 round tables and received more than 700 online submissions. We consulted Canadians. We heard the same thing from everyone: the Canadian Forces must protect Canada and our interests. Canada must maintain a combat force. Canadians do not want the Canadian Forces to become a division of the United Nations.

They are sick of seeing certain governments slash the budget of the Canadian Armed Forces just for political gain. They want the government to provide the Canadian Forces with stable and predictable long-term funding.

National Defence  Mr. Speaker, on Saturday through Twitter, the Minister of Foreign Affairs invited the UN and the international community to protect Syrians from atrocities. What has the government done to protect Syrians? Absolutely nothing. Worse yet, by withdrawing our CF-18s, which were striking the Islamic State in the region, the Liberals put civilian lives in danger.

National Defence  Mr. Speaker, yesterday we learned that the Canadian Forces mission in Iraq is quite different than the one the government has described. Our troops are no longer training local forces. They are engaged directly on the front lines, fighting alongside the Kurds. Yesterday General Dawe even confirmed that the Canadian Forces have exchanged fire with ISIL several times.

Foreign Affairs  Mr. Speaker, according to The Guardian, last July, peacekeepers did nothing to help the civilians and humanitarian aid workers who were attacked, raped, and killed just a few steps away from their camp. We learned that the Chinese peacekeepers even abandoned their post when the situation became hostile.

Foreign Affairs  Mr. Speaker, that response is troubling and unbelievable. It is hard to imagine that China, a nation that bullies everyone around it, might wind up in charge of UN peacekeepers, forces meant to maintain peace around the world. If China's efforts to win that coveted position are successful, all peacekeeping and civilian protection operations will be left up to the country with the worst human rights record.

Ethics  Madam Speaker, the Minister of Fisheries confirmed that he will be the guest of honour at a cocktail party organized by the law firm that represents the Irving family. Yes, the minister checked with the Ethics Commissioner, and the media is reporting that the minister provided some information.

Ethics  Mr. Speaker, the Minister of Fisheries, Oceans and the Canadian Coast Guard accepted an invitation to attend a private cocktail party at a law firm. That would not be a problem if the firm in question did not have ties to the Irving family. It would not be a problem if the firm was not lobbying for Irving.

National Security and Intelligence Committee of Parliamentarians Act  Madam Speaker, my esteemed colleague asked a very good question. That is what makes Bill C-22 so complex, and that is why we are in this debate to talk about what we want to see. As I said at the end of my speech, Bill C-22 would set up an all-party committee of parliamentarians to examine highly strategic and important public safety and national security issues.
