Finance  Mr. Speaker, at the height of the economic crisis, the Minister of Finance told us in all seriousness that there would be no deficit. Now, the Minister of Finance has handed us the worst deficit in the history of the country. We know that one of the Conservatives' priorities is to build megaprisons.

Finance  Mr. Speaker, the Conservatives are using imaginary figures. They have run up the largest deficit in Canadian history, and the debt continues to build. Common sense tells us that when you are in a hole and you want to get out, the best thing to do is to stop digging. Despite a red ink budget, the Conservatives want to borrow an additional $6 billion to give to the richest companies.

Canada-U.S. Border  Mr. Speaker, elected officials south of the border are becoming increasingly concerned about what was once a source of pride for Canadians. It used to be said that Canada and the United States shared the longest undefended border in the world. It seemed like the friendship and trust that characterized our border relations with the United States were permanent and unchangeable.

Champlain Bridge  Mr. Speaker, the wear and tear on the Champlain Bridge causes more and more concern with each passing day. Yesterday, a motorist thankfully and miraculously avoided disaster when a block of concrete from an overpass at the bridge smashed into his windshield. The Conservatives do not seem to understand the urgent need to act.

Champlain Bridge  Mr. Speaker, for thousands of people from the south shore, crossing the Champlain Bridge is a daily necessity. My constituents are worried. Everyone has known for some time now that the bridge is reaching the end of its lifespan, yet nothing is being done. Transport officials are more concerned with how to restore the toll booths than how to replace the busiest bridge in Canada.

We are all aware of the experience the United States has lived through, particularly the California experience and how much of that has been called into question. It has overloaded the system in the United States. It has created a state of chaos in the prison system.

I believe that, sometimes, we must not be overly simplistic when it comes to the studies we conduct. We must use the microscope and all the tools that science can offer to conduct a precise analysis of these bills.

Disposition of Abolition of Early Parole Act  Mr. Speaker, I do not believe that the member for Hochelaga's remarks actually contain a question. We did not say that we would not like to do it. We said that the process was insulting to our parliamentary life and our role as parliamentarians. There is a time and a place for examining bills—in our parliamentary committees—which is what we are currently debating.

I just detailed the number of bills we have had in front of us which deal with justice and public safety matters. We have to know how much this will cost Canadians, both in terms of correctional services and in rehabilitative services.

Disposition of Abolition of Early Parole Act  Mr. Speaker, I would like to participate in the debate on the motion to prevent debate on the content and substance of Bill C-59. I find it rather odd that the Bloc has supported the government's attempt to stifle any attempt at debate on the substance of this bill. No one in the House can accuse the Liberals of not supporting the idea of eliminating parole eligibility after one-sixth of the sentence is served for economic crimes.

Petitions  Mr. Speaker, I am pleased to table the following petition that was presented to me by students in my riding. They are calling upon the House of Commons to amend the animal transportation regulations under Canada's Health of Animals Act to be consistent with the findings of the EU's scientific committee for animal health and welfare, to reduce transport times for pigs, poultry, horses, cows and lambs to 8 hours and 12 hours for cattle, sheep and goats, and to ensure adequate enforcement of the regulations.

Business of Supply  Mr. Speaker, I would like to ask the hon. member for Hochelaga for his opinion or that of his party with regard to increasing employment insurance contributions. How does this penalize our SMEs in Quebec and Canada? How does this penalize average individuals much more significantly?

Business of Supply  Mr. Speaker, I have no problem confirming that we would restore tax rates to 2010 levels. We would not be raising taxes, we would be returning them to 2010 levels. Since last year we have been calling for taxes not to be reduced on January 1st.
