National Strategy on Brain Injuries Act  I am fortunate to come from a province where the New Democratic Party is in government. I do not want to intrude on its obvious jurisdiction over health. My goal with Bill C-277 is to recognize that this issue is bigger than any one province or territory can handle on its own, just by virtue of the stark statistics we are dealing with. This is really just an effort to break out of the siloed approach to problems that are affecting people in every single province.

Public Complaints and Review Commission Act  We really need to highlight that and need to underline it when we are talking about this bill, Bill C-20, because it is well known, in the history of this land called Canada, that indigenous people on this land have had a very troubled relationship with the RCMP. Just saying that sentence would, in fact, probably be a gross understatement.

Business of Supply  moved: That, given that the cost of food continues to increase while grocery giants such as Loblaws, Metro and Sobeys make record profits, the House call on the government to: (a) force big grocery chains and suppliers to lower the prices of essential foods or else face a price cap or other measures; (b) stop delaying long-needed reforms to the Nutrition North program; and (c) stop Liberal and Conservative corporate handouts to big grocers.

Questions Passed as Orders for Returns  With regard to government contracts for veterinary services provided by veterinarians in all federal departments, broken down by fiscal year, since 2017-18: (a) what is the total number of contracts signed; (b) what are the details of all contracts signed, including the (i) agency contracted, (ii) value of the contract, (iii) number of veterinarians provided, (iv) duration of the contract; and (c) what is the total amount of extra costs incurred as a result of relying on contracted services instead of employing veterinarians directly?

Public Safety committee  Given how heavy our workload is going to be next week, and given the timelines we're dealing with on Bill S-210, I'm just wondering if we have unanimous consent from this committee to ask for a formal extension so that we can give Bill S-210 proper study, because Bill C-70 is obviously going to take priority in this committee. Can I get unanimous consent for that?

Business of Supply  Madam Chair, members from all sides of the House have supported the creation of a new offence in the Criminal Code for coercive and controlling behaviour. Bill C-332 is scheduled to return to the House for report stage and third reading next week. Can the minister tell me when the government will act and implement the changes to the Criminal Code that are urgently needed to protect survivors, families and children who are at risk of coercive and controlling behaviour and escalating threats of harm and violence?

Business of Supply  Madam Chair, yesterday the House of Commons voted to defeat Bill C-381. There is obviously no evidence that mandatory minimums work as a deterrent. This was in the case of extortion in the Criminal Code. There is even evidence that they might hinder the work of a prosecutor to use plea bargaining to obtain evidence for the arrest of other members of a criminal organization.

Business of Supply  One of the recommendations that emerged at today's meeting was to ban symbols of hate. My colleague, the NDP member for New Westminster—Burnaby, has introduced Bill C-229, which would amend the Criminal Code to broaden the provisions related to hate propaganda by making it an offence to publicly display visual representations that promote or incite hatred or violence against an identifiable group.

Business of Supply  Speaker, it is great to see the member for Winnipeg North stand in this place to loudly proclaim his support for the important programs of pharmacare and dental care. This is even more so due to the fact that, in the 43rd Parliament, when it came to Bill C-213, introduced by the member for New Westminster—Burnaby, and a motion on dental care, which was introduced by former MP Jack Harris, that member and the entire Liberal caucus voted against those measures.

Protection against Extortion Act  There has been no review of Bill C-5 and its provisions. Essentially, Bill C-381, as a consequence, would be jumping the gun before any such review. We have not had the chance to look at how the provisions are acting in Canadian society.

Prohibition of the Export of Horses by Air for Slaughter Act  I want to reference former member of Parliament Alex Atamanenko, who used to represent the riding of British Columbia Southern Interior. He introduced Bill C-544 in the 40th Parliament, Bill C-571 in the 41st Parliament, as well as Bill C-322. This is an issue that first came to light in Parliament in 2021 in the Minister of Agriculture and Agri-Food's mandate letter.

Agriculture committee  They have a national strategy on soil. I'm going to put in a shameless plug for my bill, Bill C-203. Promoting those carbon sequestration practices allows soil not only to hold more water during a drought year but also to soak up more water during an excess moisture event. What more could Canada be doing to promote those practices?
