Canada-Panama Economic Growth and Prosperity Act  Mr. Speaker, I am very proud to rise in the House today. The Albas family has a strong connection to Panama. In fact, when my great-grandfather left Spain, he found work constructing the Panama Canal, and eventually was able to work his way up to Canada where he set roots. The rest is history.

Job and Growth Act, 2012  Mr. Speaker, I was very proud to serve on city council for the City of Penticton. The river channel 25 years ago was very murky. When the excess went into Skaha Lake it actually caused a water quality concern. I am very proud to say the City of Penticton made large investments years ago in its waste water programs and was supported in 2008 with a large grant that would help to take the advanced waste water treatment program up to another level.

Job and Growth Act, 2012  Mr. Speaker, I am really happy the member asked me that question because it gives me an opportunity to inform and make sure the House is mindful. As a former councillor, I know one of the key areas for environmental stewardship is waste water treatment. In fact this past summer, the government put forward national waste water treatment regulations.

Job and Growth Act, 2012  Mr. Speaker, one of the things the government has attempted to do is to put together a comprehensive framework to take Canada forward. In this case, the Navigable Waters Protection Act does need to be changed so that projects such as the Penticton Indian Band's bridge can move forward with economic development.

Job and Growth Act, 2012  Mr. Speaker, I will be splitting my time with the great member of Parliament for Vegreville—Wainwright. It is an honour to rise before the House and speak in support of Bill C-45, the jobs and growth act, 2012. I am fairly certain that when it comes to budgets and this opposition, the criticism is either going to be that the budget is empty or, in this case, that it proposes too much.

New Democratic Party of Canada  Mr. Speaker, trade has long been a powerful engine for Canada's economy. In fact, one in five Canadian jobs depends on it. Sadly, the NDP continues to use every opportunity to stand in the way of our government's efforts to open up new markets for our exporters. Just yesterday, the member for British Columbia Southern Interior wrote in an op-ed that trade agreements “threaten the very existence of our nation”.

Penticton Secondary School  Mr. Speaker, recently, Penticton Secondary School celebrated its 100th anniversary in my riding of Okanagan—Coquihalla. Schools can be so much more than just bricks and mortar. In the case of Pen Hi, as graduates affectionately know it as, this school has been the heart and soul of the community, graduating future community leaders, and creating memories and friendships that can last a lifetime.

Wine Industry  Mr. Speaker, Canadian wine producers are eagerly awaiting the passage of Bill C-311, my legislation that would allow Canadians to bring a bottle of wine across provincial borders. It is absolutely vital that we get this popular bill passed before the summer so Canadian wine producers can market and grow their businesses.

The Economy  Mr. Speaker, last evening in the House of Commons, NDP MPs, many of them from British Columbia, deliberately ran out the clock on debate rather than support the effort to send Bill C-311 to the other place. In doing so, the NDP has forced a second hour of debate that could potentially not occur again until late October.

Importation of Intoxicating Liquors Act  Yes, Mr. Speaker. It has been referred to many times tonight that this bill needs amendment. I would just like to remind all hon. members that at this point we have already passed report stage, we have already passed the finance committee review, and there have been no amendments from any of the NDP members or from any of the opposition members.

Importation of Intoxicating Liquors Act  Mr. Speaker, the Okanagan region, where I come from, has over 100 wineries. Most are small family operations. Many of them simply lack the volume to sell through the traditional government liquor distribution system and so this is an important policy for them. As their MP in Ottawa, it is an issue I am happy to take forward on their behalf.

Importation of Intoxicating Liquors Act  Mr. Speaker, my Conservative colleague has done a tremendous amount of work on this issue. It is important that we see this bill go forward. There are people in the grape growing sector, vintners and consumers, who have been waiting 84 years for this legislation to be clarified, for the federal government to get out of the way so that we can free our grapes.

Importation of Intoxicating Liquors Act  Mr. Speaker, I am glad to see the member has taken a liking to the wines of Nova Scotia. I am sure many members of this House would agree with him. They do make some fine wines in Nova Scotia. As well, Quebec is an aspiring region. As we heard at the finance committee, many of the wineries in Nova Scotia, also, would like to see their wines being marketed.

Importation of Intoxicating Liquors Act  moved that the bill be read the third time and passed. Mr. Speaker, I would like to begin tonight with sincere thanks, not only to my colleagues in caucus, but to all members of the House for the unanimous all party support they have shown for Bill C-311. Tonight we have a chance as parliamentarians to change history, to right a wrong that was created 80 years ago and to help a relatively small but thriving wine industry that we as Canadians should all be very proud of.
