Firearms Act  Mr. Speaker, there are two things I want to ask my colleague. When we come to buy a firearm under this new legislation, we will have to register the sale. We will have to register the firearm itself. The person who is buying it will need to register. The shop that is selling it will need to register as part of the transaction.

There is a requirement to register every sale, every firearm, registrar the person buying, register the seller, register the PAL number, and keep the information for 20 years. Therefore, I do not know how those guys can pretend this is not a registry.

Petitions  Mr. Speaker, there are increasing concerns about international traffic in human organs. There are two bills addressing these concerns, Bill C-350 before the House and Bill S-240 in the other place. The petitioners are urging the Parliament of Canada to move quickly on proposed legislation to amend the Criminal Code.

One of the main questions, as I sat here and listened tonight, is that I fail to understand why the Liberals do not even seem to know the basics of what this proposed law is about. Firearms Act  Mr. Speaker, I guess our perceptions of this bill are very different on opposite sides of the House because many of the things the member talked about were already in the legislation, particularly the eligibility with respect to those who have been involved in any kind of domestic violence or a threat to their partners.

Latin American Heritage Month Act  Mr. Speaker, I was excited to hear my colleague's speech about trade, because we believe in the impacts of trade, and the great benefits of it. His examples were phenomenal when he talked about how we can watch countries rise and gain an advantage in every area when they embrace things like free trade, and set aside protectionism and trade barriers for their country.

Impact Assessment Act  Mr. Speaker, I am really excited when I hear the Liberals talk about past governments. If we want to talk about Liberal DNA, it is just entangled in corruption. That is exactly what we have heard about tonight. Earlier the minister said we need to have trust, but when we look at the bill and what has happened around it, we see that there is absolutely no interest in science.

Impact Assessment Act  Mr. Speaker, the minister talked about the quality of amendments. They were not put in to strengthen the rigour; they are there to try to clean up the mess that this bill is, and everybody understands that. I was part of the natural resources file in the past and I am familiar with the past energy assessment legislation.

Impact Assessment Act  Mr. Speaker, it is actually hilarious that, as usual, when everyone is against the government, it assumes it has found a good balance, and that is not the case. This is not a balance; it is just a mess. We have heard some varying criticisms from the New Democrats, but we have some common ones too, such as that the bill does not achieve the goals it sets out.

Impact Assessment Act  Mr. Speaker, it is rare that we see any consistency from the government opposite, except where they are increasing taxes on Canadians, increasing the regulatory burden on industry, and basically dragging the economy down. I guess one of the places that would show up is the carbon tax that is being put in place.

Impact Assessment Act  Mr. Speaker, members will hear from this side of the House just how tragic and pathetic this piece of proposed legislation really is. It is interesting, because the Liberals think they have found a balance. The NDP oppose it for some reasons and we oppose it for others, but typically the reason for the opposition is that it just gives way too much power to the minister, and has way too little transparency and accountability.

Questions on the Order Paper  With regard to Bill C-71, An Act to amend certain Acts and Regulations in relation to firearms, and the government’s claim that over 90 % of all authorizations to transport restricted and prohibited weapons are between the owner’s residence and an approved shooting range, or between the retailer and the owner’s home directly following the purchase of a firearm: what is the source of this claim and what information does the government have to substantiate this claim?
