Income Tax Act  Mr. Speaker, I thank my colleague for his question. We support Bill C-2. Yes, it will have an impact, but we feel it should have gone much farther. Let me go over the numbers. This measure will apply to incomes between $45,000 and $90,000 or more, but the gross income must be $51,000, which means there is no direct tax measure for two-thirds of taxpayers.

Agriculture and Agri-Food  Mr. Speaker, under the supply management system that the government has promised to protect, the milk we consume in Canada must be produced here. A few weeks ago, the minister himself acknowledged that imported milk proteins are problematic. The minister has not backed up his fine words with a solution to this serious problem, which is hurting Quebec dairy producers.

Taxation  Mr. Speaker, the Minister of National Revenue just announced that 100 investigators would be hired to identify tax fraud. That is all well and good, but the problem is that it is essentially legal to use tax havens, since Liberal and Conservative governments drafted the tax rules specifically to allow profiteers to repatriate their profits without paying anything here.

Motions for Papers  Madam Speaker, I would ask you to call Notice of Motion for the Production of Papers No. P-9 and I would call for the question. That a humble Address be presented to His Excellency praying that he will cause to be laid before the House a copy of the agreement between the federal government and the Government of Quebec, mentioned by the Quebec Minister of Finance in the National Assembly of Quebec on March 9, 2016, that will force both governments to honour the amnesty agreements made with tax evaders.

Taxation  Mr. Speaker, the government has once again dismissed the unanimous will of Quebec. I will give it a second chance This morning, the Quebec National Assembly unanimously adopted another motion. It calls on the federal government to work with Quebec to implement the motion I will be moving this evening, which will put an end to the shameful use of tax havens in Barbados.

Tax Avoidance  moved: That, in the opinion of the House, the government should put an end to the widespread tax avoidance practised by many shell companies set up in Barbados by Canadian companies, by amending subsection 95(1) of Income Tax Act and section 5907 of the Income Tax Regulations to specify that no business that is entitled to a special tax benefit conferred by Barbados under the Canada-Barbados Income Tax Agreement Act, 1980, shall be exempt from taxation because of a tax treaty.

Tax Avoidance  Madam Speaker, I thank my colleague from Sherbrooke for his question. A Canada-Barbados tax treaty has existed since 1980. It was amended in 1999, retroactive to 1994. The international treaty states that if a shell company exists in Barbados, when the profits are repatriated to Canada, the company or repatriated profits must be taxed and the taxes must be paid here.

Tax Avoidance  Madam Speaker, I thank my colleague from Mount Royal. Section 5907 that is targeted in the motion focuses on Barbados. That is Canada's tax haven. Some $71 billion is hidden there. By way of comparison, when it comes to Panama, we are talking about $128 million. Nonetheless, section 5907 also deals with 28 other tax havens, including Panama.

Air Canada  Mr. Speaker, the law requires Air Canada to have all the maintenance of its aircraft done here in Canada. We are talking about 2,600 jobs and dozens of providers of airplane parts. The Air Canada outsourcing legislation would require Air Canada to have only some of its maintenance work done here.

Aerospace Industry  Mr. Speaker, instead of working on Bombardier's recovery, the government is going to cause this flagship Quebec company to be dismantled and bought out by foreigners. That is what this government is doing by forcing the company to do away with its multiple-voting shares. This government has it in for Bombardier.

Aerospace Industry  Mr. Speaker, the Prime Minister is imposing closure today for the very first time, and he is doing so to attack Quebec's aerospace industry. Why is he so determined to make trouble for one of Quebec's leading industries? Instead of enforcing the existing law, the Prime Minister is changing it to help offenders export jobs out of Quebec even though he demonstrated alongside illegally terminated Aveos workers.

Business of Supply  Mr. Speaker, I am surprised by what the Liberal members have been saying this morning. Like everyone else in the House, they recognize the importance of our farmers, who do the vital job of feeding our world. Like everyone else in the House, they say that they fully support supply management, and they decry the entry of diafiltered milk.

Business of Supply  Mr. Speaker, we are most impressed by the fine speeches made by the Liberals this afternoon in defence of supply management and our farmers, and in tackling the diafiltered milk issue. However thus far nothing has been done. So the government is going back on its Liberal promises.

Business of Supply  Mr. Speaker, my colleague says that it is going to take time, but that it will be done. What is going to take time? Why does it take time to enforce a law that is already in effect? We think that the problem is simple and that it could be resolved today with a bit of good will.
