Business of Supply  That is what we also ask of our military, and Lieutenant-Commander Trotter risked his personal well-being to do what is right. He said, “as an officer in the Canadian Armed Forces I swore an oath to Queen and country to fulfill my duties, and there's the old adage of service before self. There may be blowback. There may be career implications”. He further stated, “My personal conviction as an officer of the Canadian Armed Forces is that I will put the service and my service members above my own needs and safety.”

Business of Supply  Morneau was about to be investigated for ethics violations but instead resigned as a minister and a member of Parliament. The list goes on. What about when the President of the Queen’s Privy Council for Canada and Minister of Intergovernmental Affairs broke the law when, as fisheries minister, he approved an Arctic surf clam licence to the company his wife works for; or when the $84 million contract to administer the Canadian emergency commercial rent assistance program was out-sourced to the company that PMO chief of staff Katie Telford's husband works for?

National Defence  Speaker, the charges may have been dropped in the Vice-Admiral Norman affair, but justice has yet to be served. Under the Queen's Regulations and Orders of the National Defence Act, now that his name has been cleared, Vice-Admiral Norman should have been honourably returned to his position as vice-chief of the defence staff.

Business of Supply  Chair, if the chief of the defence staff reports to the Minister of National Defence, is the Minister of National Defence not accountable to every citizen and every member in uniform to ensure that he carries out his duties in accordance with the Queen's Regulations and Orders?

Business of Supply  I wonder if the member could take it to perhaps a broader perspective and give us some thoughts on whether we as Canadians should be concerned about the strong negative message that this type of behaviour from the government sends to anyone who would stand up for the rule of law, to anyone who would put his or her neck out to do what is right for God, Queen and country, because if they do, they could find themselves destroyed. Could the member perhaps comment on that?

National Defence Act  The chief of the defence staff reports to the Minister of National Defence, under the National Defence Act, and through the minister, to the Governor General and the Queen. That is how we ensure that our ability to use the military is only exercised within its sovereign ranks. Therefore, we need to understand exactly what the chief of the defence staff was doing, potentially breaching the chain of command, going to dinner with unelected officials to discuss things that are within the purview of his responsibilities as chief of the defence staff.

National Defence Act  Individuals take responsibilities in each of those institutions, just like I did when I swore an oath to serve in the Canadian Forces. The oath I swore was not to a person but to the position of Queen and country. I swore an oath to serve and defend the values of the nation for which it stands. The Prime Minister, members of Parliament and cabinet ministers are also not individuals but people who have also been entrusted with the roles and responsibilities associated with their positions.

Business of Supply  Each and every one of us, as members of Parliament or as ministers in the executive branch, has sworn an oath to this country and to the Queen to uphold democracy. If we cannot rely on members of Parliament to be above partisan policy when the very nature of our democracy is at stake, then what is the value of being in the House?

Privilege  When I became an officer in the Royal Canadian Air Force, I swore an oath to give my life to serve Queen and country, to serve and defend Canada and the values for which it stands. When I left the military, I hung up my uniform but I never unswore my oath, and now I serve Canadians by representing them as their member of Parliament.

David Franklin  Franklin was a remarkable leader in our community and served with pride. David was a long-serving member of the RCMP, a Queen's Golden Jubilee Medal recipient, president of the Aurora Legion, and, more important, a husband, a father, a grandfather, a solid member of our Aurora community, and a wonderful, kind person.

Queen's York Rangers 2799 Army Cadet Corps  Mr. Speaker, today I rise as a former air cadet to recognize the hard work of the Queen's York Rangers 2799 Army Cadet Corps of Aurora, Ontario. I was honoured to be a reviewing officer at the corp's annual parade last year. This corps, for the third time in four years, was awarded the Clarry Trophy for Top Large Army Cadet Corps in Ontario.
