Canada Labour Code  Mr. Speaker, we are all quite happy to see Bill C‑58 tabled. The bill addresses major inequity between what Quebec workers under provincial and federal jurisdiction experience. I would remind the House that Quebec passed similar legislation in 1977. Since we are dealing with a minority government, the only problem is that we are talking about 18 months before the bill is implemented.

Prohibition of the Export of Horses by Air for Slaughter Act  Mr. Speaker, it is difficult to understand why this item is resurfacing two years after being included in the former minister of agriculture and agri-food's mandate letter, but it is well-intended. My question is: Why is it only horses? I heard my colleague mention their sensitivity, but for crying out loud, so many animals are just as sensitive.

Poppies, A Symbol of Remembrance  Mr. Speaker, this Saturday, November 11, we will mark Remembrance Day. Together, let us wear a poppy on our lapel to honour the memory of all those who fought for our freedom. It is one of the few rituals that brings all members of all parties together. Chosen for how abundantly it grew in the fields after battles and in military cemeteries after the war, the red poppy, a reminder of blood spilled, is worn on our left side, near the heart, and must be treated with all the respect it deserves for what it represents.

Committees of the House  Mr. Speaker, listening to my colleague, one would almost think the Conservatives are giving him hives. I can understand that, given the rhetoric we are hearing day after day. With the Conservatives, it is always something. My colleague must be a bit of a navel-gazer. Some aspects of his speech were quite interesting, but I would like to remind him that the commissioner of the environment and sustainable development just told us that Canada is the only G7 country that has not reduced its greenhouse gas emissions since 1990.

Veterans' Week  Mr. Speaker, it is truly an honour for me to speak today in the House. Wearing the poppy during Veterans' Week is a small but powerful symbolic gesture. It is an opportunity for all citizens to show their gratitude to those throughout history who fought for Quebec and for Canada, for freedom and democracy, and who paid the price in body and soul.

We first rose on a point of order about five minutes ago to ask members to be respectful enough to talk about our colleague's bill, which is an important bill that has nothing to do with the carbon tax. Jessica Bonneville  Mr. Speaker, as a former school principal, I have a great deal of respect for the workers who invest directly or indirectly in education. Guiding our young people, encouraging them to excel, to believe in their strengths and abilities is of the utmost importance. Today, I would like to pay tribute to Constable Jessica Bonneville of the Service de police de la Ville de Saint-Eustache, who was awarded the National Youth Justice Policing Award.

Canadian Aviation Regulations  Mr. Speaker, I must say that I love my work, because every day I learn something new on a variety of topics. I think that as MPs, we have an extraordinary opportunity here. The motion we are studying is a fine example of that. Public Services and Procurement  Mr. Speaker, the federal government is pushing aside the Quebec winners of a competition for designing the monument to commemorate the mission in Afghanistan. It is relying on public consultation. In fact, the experts at Léger studied that consultation. According to them, it in no way respects the scientific process.

Public Services and Procurement  Mr. Speaker, it was Leger that said that. Leger is the leading polling firm, and its experts are saying that the federal government's survey was unscientific and that the results are unusable. Even Louise Arbour, a former Supreme Court justice, had to intervene last Thursday to ask the federal government to abide by its own rules.

Criminal Code  Madam Speaker, I address the House today as an MP, but also as a trained criminologist. We are talking about Bill C‑325, an act to amend the Criminal Code and the Corrections and Conditional Release Act. I will skip ahead and confirm that the Bloc Québécois and I, obviously, will vote in favour of Bill C‑325 so it can be studied in parliamentary committee.

Criminal Code  Mr. Speaker, the Bloc Québécois is very pleased with Bill S‑12. We are pleased with it because it puts the victims front and centre. Does my Conservative colleague think that the government can and must interfere in parole decisions to move an inmate from a maximum security institution to a medium security institution?

Affordable Housing and Groceries Act  Madam Speaker, of course the Bloc Québécois is in favour of this bill, but it will not have much impact. When it comes to housing, eliminating the goods and services tax on construction will have no impact on lowering rent. That is a concern that everyone shares. This will have no impact on access to home ownership.

Veterans Affairs  Mr. Speaker, it is hard to believe. The worst part is that they admit it. This is what they wrote to the Daoust team: “Despite the fact that the jury designated your concept as the winning concept of the competition...the Government of Canada has decided to select the concept developed by [another team] and, consequently, to award the contract to that team.”
