Bjarni Tryggvason  Mr. Speaker, Canadian astronaut Bjarni Tryggvason died on April 5. He was a dear friend of mine for 38 years. He was the smartest engineer I ever met. He actually understood fluid dynamics and everything there was to know about how a plane flies. He was an accomplished pilot who taught me to fly and took me into the sky to do acrobatics until I was so disoriented that I begged him to stop.

Lauren Small-Pennefather  Madam Speaker, Lauren Small‑Pennefather, one of my constituents, has been volunteering for the Terry Fox Foundation for a decade. Lauren has organized the Montreal West Terry Fox Run for the past 10 years and has not missed a run in 24 years. Lauren lost both of her parents to cancer.

Business of Supply  Madam Speaker, I always like my colleague's speeches; he is very eloquent. I am curious, though. It is not often that we, as members of Parliament, have the opportunity to bring forward substantive motions. There are certainly a lot of issues that are of concern to Quebeckers and Canadians right now, but I think Quebeckers are not exactly losing sleep over the issue he raised today.

Simeon Pompey  Mr. Speaker, I am very pleased to highlight Simeon Pompey's significant contribution to his community of Notre‑Dame‑de‑Grâce and to the students of Dawson College. He was honoured by the Forces AVENIR recognition program for his mentorship of students at Dawson College and his extensive involvement in the community services provided by Comité Jeunesse Notre‑Dame‑de‑Grâce, the local youth committee.

I also know that there is a process that must be followed and that sometimes there are challenges associated with that process.

Committees of the House  Madam Speaker, it is a work in progress. Imposing sanctions is something that Canada has done very heavily in the case of Russia and Belarus. Yes, in some cases there are attempts to circumvent those sanctions, but as time goes on, I believe that those who are imposing sanctions learn about how to close loopholes.

However, the current foreign affairs minister has shown herself to be open to the possibility of Ukraine becoming a NATO member. There is a process, as my colleague will know. It was accelerated recently in the cases of Finland and Sweden, but there is a process through which membership becomes possible.

Fall Economic Statement Implementation Act, 2022  Mr. Speaker, I thank my colleague for his presentation, and I know he is not going to like what I am going to say. He likes to talk about the 22% health transfer, but I do not know if he is aware that in 1977, which may be before he was born, the federal government transferred tax points to all the provinces.

Pascal Élie  Mr. Speaker, Pascal Élie was the cartoonist at Le Devoir. He was my neighbour for 10 years. Our houses shared a wall. I watched his two boys grow up. One of his sons played hockey with one of mine, and our families saw each other all the time at the rink. We shared a lot of meals, and we always talked federal, provincial and municipal politics.
