Business of Supply  Madam Speaker, I listened carefully to my colleague's speech, but it made me very confused. During question period this afternoon, the Minister of Health said that it was the right and responsibility of Quebec and the provinces to deliver health care. If health care is Quebec's responsibility, how can this government now tell us that it wants to set national standards?

Petitions  Madam Speaker, I am pleased and honoured to table petition e-3106 in the House. The petition seeks to improve seniors' financial situation and improve their lives in general via the services available to them and how they can access those services. Over 20,000 petitioners endorsed these demands on behalf of seniors.

Canada Shipping Act  moved for leave to introduce Bill C-281, An Act to amend the Canada Shipping Act, 2001 (certificate of competency). Mr. Speaker, this morning, I am pleased to introduce a bill to amend the Canada Shipping Act, 2001. This legislative measure will address head-on the labour shortage in the marine industry, which is a major concern.

Health  Mr. Speaker, today, the Auditor General confirmed that the management of our borders during the pandemic was a complete failure. The federal government was unable to find out whether 66% of travellers coming to Canada were in fact complying with the quarantine rules. That means that two out of every three travellers who came to Canada slipped right through the cracks.

Health  Mr. Speaker, we can see that the government is confused. It just gave two different answers to the same question. Not only was the federal government unable to make sure two out of three travellers were actually quarantining, it was not even able to loop in the proper authorities to help.

Fisheries and Oceans  Madam Speaker, thanks to federal cuts, the harbour in Cap-aux-Meules is down to 40% capacity, which is affecting the fishing season in the Magdalen Islands. To put it simply, no wharf, no crab. We asked the minister and member for Gaspésie—Les Îles-de-la-Madeleine what she was going to do to fix this problem, and she had the gall to blame Transport Canada.

Fisheries and Oceans  Madam Speaker, this is not just about safety. This is about the economic vitality of the Îles-de-la-Madeleine. It is the federal government's responsibility to make sure ports and wharves are in good shape. The Liberals did not step up, so the Cap-aux-Meules infrastructure is degrading.

House debate  Mr. Speaker, I listened carefully to my colleague from Chilliwack—Hope. He stated that he supports the bargaining process, but I would like to know if he accepts the mediation process. The Canada Labour Code already has a provision that would have allowed the government to impose mediation without resorting to special legislation.

House debate  Mr. Speaker, I thank my colleague for her eloquent and heartfelt speech. We can see that she knows what she is talking about, thanks to her experience working for many labour organizations. She criticized the government's complacency and lack of leadership with respect to measures that could have been taken in the past.

Proceedings on a Bill Entitled An Act to Provide for the Resumption and Continuation of Operations at the Port of Montreal  Mr. Speaker, I listened carefully to the speech by my colleague from Winnipeg North, and I would like to refresh his memory. He stated that he followed the process and the evolution of the negotiations. On August 10, his colleague, the Minister of Labour, stated that the best deals are made at the table.

Business of Supply  Mr. Speaker, Justice Deschamps presented a damning report in 2015, demonstrating that there is a sexist culture within the armed forces, which ignored cases of sexual misconduct. This report contained 10 recommendations, and the main recommendation was to make the complaints system independent from the armed forces.

Questions on the Order Paper  With regard to the Prime Minister’s new website and new official portrait: (a) what is the total cost of the Prime Minister’s website redesign project, including the (i) amount spent on writing biographical content about the Prime Minister, (ii) graphic design, (iii) website development, (iv) migration of the content from the old website to the new one, (v) Prime Minister’s new official portrait, (vi) translation and language editing costs; (b) what is the number of full-time equivalents assigned to the Prime Minister’s website update project; and (c) has the Privy Council Office used external suppliers for this project, and, if so, what are the (i) dates of contracts, (ii) value of contracts, (iii) names of suppliers, (iv) reference numbers, (v) description of the services provided?
