Housing  Madam Speaker, tonight, I am glad to have a chance to continue pressing for badly needed investments in predictable, ongoing and significant investments for deeply affordable housing with a real focus on co-op housing. It is critical because we are in a housing crisis. One of the reasons for that crisis is that Canada has the lowest percentage of deeply affordable social housing stock in the G7.

Housing  It has been two years since the government finally announced that it was going to get back into the business of building co-ops, and it has not built any. We are in a housing crisis. This is not a time to be spending two years talking about getting co-ops built. It is time to actually get them built. Could the parliamentary secretary at least share some explanation with Canadians of what has happened over the last two years?

Mental Health  I hope that all levels of government will realize what a critical solution integrated crisis centres are and will step up with the funding required to ensure that when a neighbour is in a mental health crisis, they will get the best possible care.

Petitions  They look to have the government reframe this away from a criminal justice issue to a public health one. They call for a comprehensive, multi-faceted approach to addressing this crisis and the root causes of poverty, addiction, housing and health care, among others; and, including in that multi-faceted approach the decriminalization of drugs. The petitioners go on to call for the government to specifically listen to and act on recommendations made not by politicians, but by social workers, frontline workers, nurses, doctors and those directly involved in the drug-using community.

Petitions  Madam Speaker, it is an honour to rise to present another petition on behalf of constituents who are calling out the housing crisis that we are in. The petitioners note that housing unaffordability and homelessness are twin national crises. They go on to note that the financialization of housing inflates Canadian real estate prices.

Budget Implementation Act, 2024, No. 1  It was first announced in the fall economic statement. It is a really important measure to move ahead with as we look to address the housing crisis and remove various incentives that are in place for those who are actually removing rental units from the housing market. Second, for parents who are mourning the loss of a child, there is a provision in the bill that will extend the Canada child benefit for six months after a child's death.

Business of Supply  Given the urgency and the critical need for this kind of facility, I would like to hear what the minister believes are the immediate actions the federal government could take to support these kinds of local initiatives and ensure that people in crisis have access to the care they need without overburdening the emergency rooms.

Fall Economic Statement Implementation Act, 2023  As a Green Party government, we would be much more ambitious. We would move more quickly and take this issue more seriously. We are in a climate crisis. That means that we need to make significant investments in public transportation. We need to electrify our grid across the country and we need to eliminate all oil subsidies.

Fall Economic Statement Implementation Act, 2023  I would also point out that it is the governing side that has the legislative power and calendar to set the agenda of the House. Greens' view is that we would have liked to see the fall economic statement move along more quickly and earlier. We can empathize with the fact that there are various delay tactics being put in place to slow the legislation down.

Privilege  Speaker, I have just one question for my friend opposite concerning a clarification. He said at the end of his speech that the Speaker does not have the confidence of the House. I understand that the Speaker does not have the confidence of the Conservative Party. Is that what he meant? As far as I know, I do not think we have voted on that yet.

Housing  Mr. Speaker, while the number of people living unsheltered is up across the country by almost 90% since 2018, in my community it is even worse. The number of people living rough has almost tripled. A recent PBO report shows the government is investing less than one-seventh of what is needed to even cut the rate of chronic homelessness in half.

Minister, as you know, my community has been hit particularly hard by the housing crisis that we are in, including the number of people living unsheltered having tripled in recent years. I appreciate that you've at least talked about how non-market housing is deeply affordable and a really important part of the solution.

Budget Implementation Act, 2024, No. 1  Madam Speaker, I appreciate that the member for Winnipeg North, the parliamentary secretary, recognizes that we are in a housing crisis. Back in budget 2022, there was a funding stream called the rapid housing initiative. It allocated $750 million a year over two years so that non-profits could apply to build non-market housing.
