Business of Supply  Madam Speaker, I will be sharing my time with the wonderful MP for Elmwood—Transcona. My riding of South Okanagan—West Kootenay is the finest in the country in many ways, but one of its best features is the thriving beer, wine and spirits sector. I think everyone here knows that we make the best wine in Canada, but we might be here all night if I were to list all of those wineries.

Business of Supply  Madam Speaker, I have to agree with the member on the subject. Beyond capping this escalator tax, we really should be looking at restructuring the excise tax, especially for spirits. We also have the craft breweries of Canada asking for that, even though they have the staggered rise in excise tax based on how much they produce.

Business of Supply  Madam Speaker, I will just point out quickly, and I may be answering the previous question for him, that I do not think cideries and alcoholic beverages made from berries pay excise tax. That is my understanding. I would like to ask the parliamentary secretary what the government will be doing to make the excise tax writ large more fair for Canadians who have to compete with American companies, which have a much lower excise tax?

Business of Supply  Madam Speaker, the member for Niagara Falls mentioned the wine industry and the impacts on it. Many wineries never had to pay an excise tax in Canada, but because of the actions of Australia and the WTO, Canada's government backed down and took away that exemption, and now those wineries suddenly have to pay a tax they never had a business case for.

Historic Places of Canada Act  Mr. Speaker, I just wanted to remark that this is the second speech I have heard today on national historic sites that mentioned the Trans Mountain pipeline. I know there are a lot of people out there who cannot wait for this project to be history. What really got me going was when the member brought up the gatekeeper aspect and mentioned that birds were the gatekeepers.

Historic Places of Canada Act  Mr. Speaker, I will follow up on the comments we heard just now. In terms of the funding that needs to be available for the upkeep of these sites, a lot of sites commemorating the indigenous history of our country really do not have a built environment. I think it is important to create the interpretive centres that would tell us, finally, about the indigenous history of Canada and to provide funding for that necessary part of our national historic sites.

Historic Places of Canada Act  Madam Speaker, in 2018, the Auditor General pointed out that the Liberal government was not assigning enough funding to national historic sites to keep them from falling apart. We are adding more, and with this bill, hopefully we will add more indigenous-led historic sites. I am wondering what the government's plan is to properly fund the preservation of these sites.

Historic Places of Canada Act  Madam Speaker, the last time I heard my colleague speak to this subject, he exclaimed how interested he was in history, and that really came through here. There are historic sites in my riding. There is the Rossland Miners' Hall; the Rossland Court House; the Nikkei Internment Memorial Centre in New Denver, which talks about the Japanese internment during the Second World War; and the Doukhobor Suspension Bridge, a remarkable bridge built over a hundred years ago over the Kootenay River near Castlegar.

Taxation  Madam Speaker, in April, Canadians will see the biggest tax increase in 40 years on beer, wine and spirits. Last week, I spoke with Jorg and Anette Engel, constituents who own a small distillery, who are worried about what this tax means for their livelihood. We are in an affordability crisis, and a tax hike this large will make things worse.

Department of Public Works and Government Services Act  Madam Speaker, it being Valentine's Day, I do want to send my love to my wife, Margaret, at home in Penticton. She texted me last week reminding me that it was our wedding anniversary, so I have some ground to make up when I get home next week. I rise in reply to the debate on Bill S-222, a bill that comes to us from the Senate, but originated as my private member's bill, Bill C-354 in the 42nd Parliament, and has been mentioned before that.

Criminal Code  Madam Speaker, I may have asked the member this same question in a previous debate on this subject, so forgive me if I am repeating myself, but it revolves around this issue. One of the real concerns we all had with MAID, especially when it comes to people living with disabilities, is the fact that a lot of those people are not able to live in dignity right now.

Criminal Code  Madam Speaker, we have been hearing a lot of very disturbing news items about people who are living in poverty. A lot of them are people with disabilities. A lot of those people have mental health issues, and they are considering MAID because they cannot afford to live in dignity.

Climate Change  Madam Speaker, Canadians have seen what happens when we are not prepared for climate disasters: Homes are swept out to sea, and vital transportation corridors are destroyed by floods. Municipalities across Canada are asking for help, but the Liberals are not stepping up. Instead, according to Postmedia, the government is underfunding disaster adaptation by $13 billion.

Canada National Parks Act  Mr. Speaker, first of all, I would like to thank the member for Louis-Saint-Laurent for his speech because at the very end he mentioned Alexander Graham Bell and Baddeck. That is the historic site from which the plane took off in February 1909. I just have to say it was my grandmother's cousin who was piloting that plane.
