Virginia Pesemapeo Bordeleau  Mr. Speaker, at the end of May, the Université de Moncton will award an honorary Doctor of Arts degree to Ms. Virginia Pesemapeo Bordeleau. Born in James Bay, Ms. Pesemapeo Bordeleau is a multidisciplinary Eeyou artist. For over 40 years, she has exhibited her vibrantly coloured surrealist paintings in Quebec, Canada, Europe and Mexico.

Fall Economic Statement Implementation Act, 2023  Mr. Speaker, I feel it is unacceptable that we are discussing abortion rights today. Women have the right to choose what they do with their bodies. I therefore feel it is inappropriate that we should engage in such discussions today. This is what the right to freedom is all about.

Fall Economic Statement Implementation Act, 2023  Madam Speaker, the $30 billion could have been allocated differently. Oil companies do not need money. Our families do. People are trying to find housing and there is none. Why wait until after 2025 to provide money for housing? It makes no sense. The government is not taking action.

Thanks to my colleague who has worked very hard on this file, the government is taking action. The important thing is that the government stop shelling out billions of dollars to oil companies.

I am still talking about families and parents who need a home or a place to live for their family. There are children going to school who do not even have enough to eat.

Not enough money is being spent on the environment. We have had forest fires and we expect more. Other places have had floods. What is the government doing? The government cannot wait.

As tabled, the federal budget proposes a series of measures that will impact all of Canada. However, it is critical that we consider the unique impact these measures will have on Quebec, a distinct society within the Canadian federation.

A Life Saved  Mr. Speaker, Annabelle St-Pierre, a student in Senneterre, went into cardiac arrest in the middle of gym class. She will be forever grateful to the people who saved her for their swift and effective response, but also to her school for offering first aid courses. After hitting her head, Annabelle lost consciousness and fell to the ground.

Employment Insurance Act  Madam Speaker, the purpose of this bill is to amend the Employment Insurance Act to introduce a new type of special benefits: an attachment benefit of 15 weeks for adoptive parents and parents of children conceived through surrogacy. It also amends the Canada Labour Code to extend parental leave accordingly.

The Budget  Madam Speaker, we agree that the government does little in its budget for families, housing, seniors and health care. If the Conservatives were in power, would they agree to give Quebec the right to opt out with full compensation and no strings attached from any federal program that falls under the constitutional jurisdiction of the provinces?

National Volunteer Week  Mr. Speaker, they are there. We see them everywhere, but we do not take enough notice of them. They are in our hospitals, schools, hockey rinks, libraries, parks, community kitchens and everywhere. They are there helping young people, seniors, people with disabilities and newcomers with everything that they need.
