Fall Economic Statement Implementation Act, 2023  Madam Speaker, it is a pleasure to rise to speak to Bill C-59 this morning. I waited very patiently for my turn as many in the House were unfortunately challenging the Speaker's decision. We have been here a long time. I think the rules are quite clear. I would like to speak—

Fall Economic Statement Implementation Act, 2023  Madam Speaker, members have challenged the Chair, and we just bore witness to it right here in the House again. I am not raising a point of order. I am giving a speech on Bill C-59. It goes without saying that in the House there is a lot of tension. Members are really not very restful in their seats, and every single little word motivates them to jump to their feet and challenge someone else who is in the chair.

Canada Labour Code  Mr. Speaker, is important to realize that Canadian workers need to trust that the unions are there and can do the best job possible to represent their best interests, but more importantly they need to know that they have the right to fair, honest and balanced negotiations where they do not have replacement workers waiting in the wings to do their jobs.

Canada Labour Code  Mr. Speaker, this was a huge issue in the Liberal platform going into the last election. We made a commitment to Canadians that we would honour and support workers, and that we would ensure that the focus was at the bargaining table and not at the picket lines. This is allowing us to do that, to find the stability that workers need, and we did it in partnership with them.

Canada Labour Code  Mr. Speaker, I was talking about the marine search and rescue centre in St. John's that Stephen Harper and the Conservative government closed. We reopened it after we came to power in 2015. Have we made upgrades in Labrador? Yes, and I am going to be very happy to talk about all of those very soon.

Canada Labour Code  Mr. Speaker, I thank my colleagues in the House of Commons for their patience today. When technology works, it is great, and when it does not, we end up with problems like this. It is very important that I have the opportunity to finish my thoughts on Bill C-58, an act to amend the Canada Labour Code.

Canada Labour Code  Mr. Speaker, I am happy to ask my colleague a question. I listened very attentively as she spoke on Bill C-58. We all know that good deals happen at the bargaining table. That is where workers have the opportunity to get the powerful leverage they need to ensure they get fair wages, fair benefits and job security.

Canada Labour Code  Mr. Speaker, I have a House of Commons-issued headset, so it should be working. Maybe I could continue, and if there is a problem, you can let me know. During the time I have been serving people across Labrador, in particular, and across the province of Newfoundland and Labrador, I have continuously—

Canada Labour Code  Mr. Speaker, it is a pleasure for me to speak to this bill today. It is legislation that I have supported for a very long time. I have advocated for it since my days sitting in the provincial government of Newfoundland and Labrador. We know that the Government of Canada believes in collective bargaining.

Louis Riel  Mr. Speaker, it is a privilege to rise in the House to honour Louis Riel, a man who continues to inspire generations of Métis leaders in Canada and the respect of all Canadians. Riel was a father of the Métis Nation and the founder of Manitoba. He was a political leader who fearlessly fought for the rights of all Métis citizens at a time when his people faced persecution and oppression because of their culture, values and way of life.

Canadian Sustainable Jobs Act  Mr. Speaker, I have a riding that has large hydro power development, but it also has a lot of diesel generation. My communities want to get off diesel. They want to be on clean energy. They want to see new opportunities. Creating small power projects that are clean energy would allow them to do that.

Canadian Sustainable Jobs Act  Mr. Speaker, it is important for all Canadians to feel that their voices are heard. Through this process, we not only had consultations with all provinces and territories, but we also had consultations with indigenous groups, labour unions and industry, representing thousands of Quebeckers in that process.

Canadian Sustainable Jobs Act  Mr. Speaker, the member referenced his colleague from Timmins—James Bay. I sat on a committee with him, and we studied this issue. I know that he is passionate about this, in terms of the role that workers would play in Canada in transitioning to a clean economy. I certainly hope they will support Bill C-50, knowing what it means for Canadians generally, not just in how we reach that net-zero economy but also in how we strengthen it going forward in resource development and how we strengthen jobs for so many Canadians who need those good-paying skilled jobs that they could have right in their own communities and regions.

Canadian Sustainable Jobs Act  Mr. Speaker, my colleague's contribution with respect to Bill C-50 was really informative and interesting. First of all, I would be remiss if I did not mention that I am speaking today on the unceded traditional territory of the Algonquin Anishinabe people. Bill C-50 has been circulating within this country for the last 18 months or longer.
