You may want to refer to the agenda that was circulated to you. We're going to begin with the election of the chair. Standing Order 106(2) provides for the following:[...] each standing or special committee shall elect a Chair and two Vice-Chairs, of whom the Chair shall be a Member of the government party, the first Vice-Chair shall be a Member of the Official Opposition, and the second Vice-Chair shall be a Member of an opposition party other than the Official Opposition party.

As there are no other nominations, I declare Mr. Goodyear elected chair of the Standing Committee on Procedure and House Affairs. Before inviting Mr. Goodyear to take the chair, we'll proceed to the election of the vice-chairs. Standing Order 106(2) stipulates that the first vice-chair shall be a member of the official opposition and the second vice-chair a member of an opposition party other than the official opposition.

As there are no other candidates, I declare Mr. Proulx elected vice-chair of the Standing Committee on Procedure and House Affairs. Procedure and House Affairs committee  On the teleconferencing, I have been in touch with Professor Milner in Sweden, and he is the one who suggested doing it. He did it last year with the Quebec National Assembly. For Professor Milner it would be about 5 p.m. in Sweden; for Professor Heard it would be 8 a.m. in Victoria.

In the second paragraph of the motion, we would be deleting the word “forthwith” and adding: That the adoption of this motion be reported to the House following minor unanimously agreed-upon amendments, but no later than one week from today, October 26, 2006.
