Subcommittee on International Human Rights committee  I'm not aware of any in the Tibet Autonomous Region or the Tibetan Plateau. But in the Tibetan Plateau it's even more difficult to have an actual consular presence, whereas the TAR is somewhat supervised. There is somewhat of a platform set up for it to actually happen.
