It depends on the content of this conference and the fact that the offer is coming from Canada to Havana to organize something like that. It could be quite interesting to see the reaction coming from the Cuban government, how far they are open to talk to Canada, not just about friendship and economic cooperation, but about sensitive things as well.

Subcommittee on International Human Rights committee  I still feel that the previous question wasn't answered totally, because there is as well the part about the possibility of using offshore development assistance as a tool in promoting human rights and democracy. Yes, I agree with Mr. Broadbent that it's quite difficult on a bilateral basis to interlink business and economic cooperation with human rights and democracy, but the official development assistance is the best tool, where we not only can, but when we have to, interlink these two fields.

Allow me to give one small example from the time before the Velvet Revolution in my country. There was a very symbolic gesture made by the former President of France, who was visiting Czechoslovakia at that time, when he decided to host a very unofficial breakfast at the French embassy with the representatives of dissidents in Czechoslovakia.
